Workforce Innovation and Opportunity Act Title I Program Year 2025 Funds for the National Farmworker Jobs Program

Background
The Workforce Innovation and Opportunity Act (WIOA) Title I Program Year 2025 Funds for the National Farmworker Jobs Program (NFJP) is issued by the U.S. Department of Labor's Employment and Training Administration (ETA). The purpose of this grant is to provide instructions to NFJP Career Services and Training grantees, as well as Housing Services grantees, for the submission of required documents for Program Year 2025 allotments and performance negotiations.

The ETA aims to support the employment and training needs of migrant and seasonal farmworkers.

Grant Details
Grantees must submit required documents through Grants.gov within 30 days of publication of this guidance to receive PY 2025 NFJP allotments. Required documents include:
- SF-424 Application for Federal Assistance
- SF-424A Budget Information Form
- Budget Narrative
- Negotiated Indirect Cost Rate Agreement or Cost Allocation Plan.

Grantees wishing to amend their four-year program plan or negotiate performance targets must contact their assigned Federal Project Officer (FPO) within 14 days of publication. The total funding available includes $90,134,000 for Career Services and Training grants and $6,591,000 for Housing Services grants. Additionally, $925,200 is available for PY 2025 NFJP Youth Services grants.

Eligibility Requirements
To be eligible for the NFJP Youth Services grant, organizations must have received an award under FOA-ETA-24-15 for Career Services and Training, not received a PY 2024 NFJP Youth Services Grant, and met at least 75% of their PY 2024 youth participant enrollment goal. Eligible participants are migrant and seasonal farmworker youth ages 14-24.

Period of Performance
The period of performance for these grants is from July 1 to September 30 of the subsequent calendar year, allowing a fiscal 15-month period to expend awarded funds.

Grant Value
The total value of the grant is $90,134,000 for Career Services and Training grants with individual state allotments varying based on previous funding levels. Additionally, there is $6,591,000 allocated for Housing Services grants and $925,200 available specifically for NFJP Youth Services grants.
