Description

This Water and Energy Efficiency Grants Notice of Funding Opportunity (NOFO) provides funding for projects that result in quantifiable water savings, implement renewable energy components, and support broader sustainability benefits. These projects conserve and use water more efficiently; increase the production of renewable energy; mitigate conflict risk in areas at a high risk of future water conflict; and accomplish other benefits that contribute to sustainability in the Western United States.
Background
The U.S. Department of the Interior's WaterSMART Program provides a framework for Federal leadership and assistance to stretch and secure water supplies for future generations in support of the Department's priorities. The Bureau of Reclamation leverages Federal and non-Federal funding to work cooperatively with States, Tribes, and local entities as they plan for and implement actions to increase water supply sustainability through investments in existing infrastructure and attention to local water conflicts.
Water and Energy Efficiency Grants provide support for priorities identified in Presidential Executive Order (E.O.) 14008: Tackling the Climate Crisis at Home and Abroad (E.O. 14008) and aligned with other priorities, such as those identified in Presidential E.O. 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.

Grant Details
This Water and Energy Efficiency Grants NOFO provides funding for projects that result in quantifiable water savings, implement renewable energy components, and support broader sustainability benefits. Eligible projects include canal lining/piping, municipal metering, irrigation flow measurement, SCADA installation, landscape irrigation measures, high-efficiency indoor appliances/fixtures, commercial cooling systems, hydropower facility development/uprating, solar-electric/wind energy/geothermal power systems installation.
Projects not eligible include operations, maintenance, replacement activities; water reclamation/recycling/reuse; groundwater recharge; water purchases; building construction; pilot studies; projects receiving other federal financial assistance; new conveyance infrastructure; surface water/groundwater storage projects.

Eligibility Requirements
Category A applicants include States, Indian Tribes, irrigation districts, and water districts located in the Western United States or Territories.
Category B applicants are nonprofit conservation organizations located in the United States or specific Territories identified above. All applicants must be capable of cost sharing 50 percent or more of the total project costs.

Period of Performance
Projects may take up to 2-3 years to complete depending on funding group.
Anticipated award date is 05/31/2023.

Grant Value
Approximately 25-35 awards will be made with a maximum award of $5,000,000 per project under Funding Group III.

Place of Performance
Projects must be located in the Western United States or Territories as identified in the Reclamation Act of June 17, 1902.

Category A: States, Indian Tribes, irrigation districts, and water districts; any state, regional, or local authority whose members include one or more organizations with water or power delivery authority; and other organizations with water or power delivery authority. All Category A applicants must be located in the Western United States or United States Territories, including Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, Wyoming, American Samoa, Guam, the Northern Mariana Islands, the Virgin Islands, and Puerto Rico.Category B: Nonprofit conservation organizations that are acting in partnership and with the agreement of an entity described in Category A. All Category B applicants must be located in the United States, or the specific Territories identified above.
