The USGS Earthquake Hazards Program (EHP) issues this Announcement for assistance to support the operation of regional seismic and geodetic monitoring networks. This activity is authorized by the Earthquake Hazards Reduction Act of 1977 (Public Law 95-124, 42 U.S.C. 7701 et. seq.), as amended by Public Laws 101-614, 105-47, 106-503, 108-360, and 115-307. Proposals submitted address the Department of Interior's Secretarial priorities and reflect EHP's mission within the National Earthquake Hazards Reduction Program (NEHRP) to reduce loss of lives and property from earthquakes and improve public safety and community resilience in the Nation.

Grant Details
The USGS Earthquake Hazards Program Regional Seismic and Geodetic Monitoring Networks FY2025-2029 funding opportunity aims to support the operation of regional seismic and geodetic monitoring networks. The total funding available is $7,000,000 with an anticipated award date of February 01, 2025.
Approximately $6.4 million is anticipated to be available in FY2025 for support of regional seismic networks as part of the Advanced National Seismic System (ANSS). It is assumed that this same amount will also be available for fiscal years 2026 through 2029.
Additionally, approximately $400,000 is being made available in FY2025 for funding long-term geodetic monitoring networks; it is assumed that this same amount will also be available for fiscal years 2026 through 2029.
The anticipated number of awards is 14, and the type of award is a Cooperative Agreement.

Eligibility Requirements
The U.S. Geological Survey, Earthquake Hazards Program, is requesting a limited competition to support continued seismic and geodetic monitoring at university-based regional networks through cooperative agreements. Invited applicants to the limited competition have demonstrated their abilities to improve the quality and availability of data within the framework of the USGS Advanced National Seismic System (ANSS) and have demonstrated their abilities to maintain an advanced infrastructure for seismic and geodetic monitoring throughout the United States.

Period of Performance
The period of performance for seismic networks will start on February 1, 2025, while for geodetic networks it will start on March 1, 2025.
Cooperative agreements will be for one year plus four renewal years.

Only those applications that respond to and meet the criteria of this announcement will be considered for funding. Applications that do not meet the criteria of this announcement will be returned to the applicant.B. The length of the project period will be a maximum of 5 years.C. Network operations activities shall be conducted by the applicant.D. USGS personnel are prohibited from assisting any organization in preparing its proposal for competitive funding.E. Separate applications shall be submitted for seismic and geodetic networks.Network Objectives and RequirementsProposals submitted to USGS under this Program Announcement should address the following guidelines and goals for ANSS Regional Seismic Networks and the supported Geodetic Networks and the additional guidance provided in the policies and performance standards attachments D through J, as described in Attachment C.Involvement of Federal EmployeesFederal employees, including USGS employees, are prohibited from serving in any capacity (paid or unpaid) on any application submitted under this Announcement or from assisting in the preparation of any application to the USGS. Proposals that have a real or apparent conflict of interest related to Federal employees will not be processed for evaluation. This does not prohibit cooperation or collaboration between USGS and non-USGS scientists once a cooperative agreement is in place.
