This amendment incorporates changes made in response to questions.

USAID/Somalia is seeking applications for the Accelerated Education Activity to increase access to quality accelerated basic education and non-formal education for out-of-school children and youth in southern Somalia. This Activity will improve learning outcomes for children and youth, strengthen community involvement in and ownership of education, and strengthen local and federal government capacity to oversee the delivery of quality education to marginalized Somali children and youth.

Background
USAID/Somalia is seeking applications for the Accelerated Education Activity to increase access to quality accelerated basic education and non-formal education for out-of-school children and youth in southern Somalia. This Activity will improve learning outcomes for children and youth, strengthen community involvement in and ownership of education, and strengthen local and federal government capacity to oversee the delivery of quality education to marginalized Somali children and youth.

Grant Details
The Accelerated Education Activity aims to increase opportunities for out-of-school children and youth to access education and develop foundational literacy, numeracy, and social-emotional learning (SEL) skills within USAID’s CDCS focal zone. The activity will work in partnership with the Federal Ministry of Education, Culture and Higher Education (MoECHE), Federal Member States (FMS) Ministries of Education, district-level officials, communities, and other education stakeholders to provide ABE and NFE. It will have four main components: increased equitable access to safe, free, relevant, quality Accelerated Basic Education and Non-Formal Education programs; improved learning outcomes in foundational skills areas; increased community engagement and local ownership of ABE and NFE programming; strengthened capacity of government at local and national levels to oversee the provision of quality public education.

Eligibility Requirements
Eligibility for this award is not restricted. To be eligible for an award, the applicant must provide all information as required in this NOFO and meet eligibility standards in Section C of this NOFO.

Grant Value
USAID intends to make one (1) award to the applicant who best meets the objectives of this funding opportunity based on the merit review criteria described in this NOFO subject to a risk assessment. The total value of the grant is not specified.

Place of Performance
The Activity will be implemented in USAID/Somalia’s CDCS focal zone which includes Banadir, Southwest State, Hirshabelle State, Jubaland State, and newly liberated areas.
