Description

The overall goal of the activity is to improve the health of children and adolescents highly vulnerable to and/or significantly impacted by Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) in Mozambique. The focus of the program will be on identifying and supporting children highly vulnerable to HIV acquisition, children and adolescents living with HIV (C/ALHIV), and children impacted by HIV-related morbidity or mortality among one or more primary caregivers.

Background
The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to improve the health of children and adolescents at risk to and/or significantly impacted by Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) in Mozambique in support of USAID/Mozambique’s Country Development Cooperation Strategy (CDCS) 2020-2025. The overall goal of the activity is to “improve the health of children and adolescents highly vulnerable to and/or significantly impacted by HIV/AIDS in Mozambique.” The focus of the program will be on identifying and supporting children highly vulnerable to HIV acquisition, children and adolescents living with HIV (C/ALHIV), and children impacted by HIV-related morbidity or mortality among one or more primary caregivers.

Grant Details
The purpose of this Request For Application (RFA) is to solicit applications from eligible Applicants to award a five-year Cooperative Agreement (CA) for USAID’s Facilitating Impact that Lasts for Orphans and Vulnerable Children (FILOVC) Local Activity in Mozambique with a maximum ceiling of US$48,000,000. The activity will work in nine provinces of Mozambique, supporting the Government of the Republic of Mozambique’s national response to HIV and national action plans for child protection and social welfare while providing comprehensive, high quality, and cost-effective services and assistance to meet the Activity’s objectives. The USAID FILOVC Local Activity will perform in priority districts within the provinces mentioned above. The guiding theme for this award will be: “Engage, Prioritize, Support, & Sustain.”

Eligibility Requirements
Eligibility for this RFA is restricted to Local Mozambican Organizations (Local Entities) as defined below: For the purpose of this section, local entity means an individual, a corporation, a nonprofit organization, or another body of persons that: (1) is legally organized under the laws of Mozambique; (2) has as its principal place of business or operations in Mozambique; (3) is majority owned by individuals who are citizens or lawful permanent residents of; and (4) managed by a governing body, the majority of who are citizens or lawful permanent residents of a country receiving assistance from funds appropriated under title III of this Act.

Period of Performance
USAID intends to provide approximately $48,000,000.00 in total USAID funding over a 5 (five) year period.
