Description

Activity Purpose Statement - citizen-centered, local service delivery approaches expanded nationally. Achieving the Activity purpose of expanding citizen-centered, local service delivery approaches nationally, requires achievement of the following three sub-purposes (SP):

SP1: Expand effective service delivery of citizen-prioritized services.

SP2: Increase citizen engagement in municipal decision-making.

SP3: Broaden ownership of citizen-centered governance approaches

It is anticipated that the Activity will target between 20 to 50 municipalities (ayil aimaks and/or cities) in four oblasts: Issyk-Kul, Jalal-Abad, Naryn, and Osh. USAID proposes targeting two rayons in each of the four oblasts with approximately four target LSGs per rayon so as to maximize opportunities for peer-to-peer learning.

Background
The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the USAID Local Governance Strengthening Activity program. The Kyrgyz Republic has pushed decentralization reforms, but the government's priorities have often failed to materialize into tangible reforms. The decentralization process remains only partially completed, which undermines well-meaning efforts towards regional development.

Grant Details
The Activity will target between 20 to 50 municipalities in four oblasts: Issyk-Kul, Jalal-Abad, Naryn, and Osh. It aims to expand effective service delivery of citizen-prioritized services, increase citizen engagement in municipal decision-making, and broaden ownership of citizen-centered governance approaches.
The Activity will focus on expanding the organizational capacity of the Applicant and will ensure that the organization is able to meet the reporting and financial requirements of a USAID Cooperative Agreement.

Eligibility Requirements
Eligibility for this award is restricted to qualified local organizations. The applicant must provide all information as required in this NOFO and meet eligibility standards in Section C of this NOFO.

Period of Performance
The anticipated period of performance is four years with an estimated start date of August 1, 2021.

Grant Value
$5,000,000 in total USAID funding over a four-year period.

Place of Performance
The Activity will target municipalities in four oblasts: Issyk-Kul, Jalal-Abad, Naryn, and Osh.
