Amendment 2

This is an amendment to the Notice of Funding Opportunity (NOFO) Number for the proposed program titled: USAID Host and Impacted Community Resilience Activity (HICRA).

The purpose of this Amendment 1 is to:

(I) Amends relevant NOFO sections that are reflected in the track changes NOFO as attached hereby (a clean version of the NOFO is also furnished for ease of reference).

(II) Publishes the presentation slides (power point) and the Attendance list of the Pre-application Conference (held on November 7, 2023)

(III) Publishes the supplemental or clarification questions submitted in the Pre-application Conference (held on November 7, 2023) and corresponding responses.

Except as provided herein, all terms and conditions of the document referenced herein, as heretofore changed, remains unchanged and in full force and effect.

Base NOFO

The United States Agency for International Development (USAID) is seeking applications for Fixed Amount Cooperative Agreement(s) from qualified Bangladeshi local entities to implement the USAID Host and Impacted Community Resilience Activity program. Eligibility for this award is restricted to Local Entity. Eligible parties interested in submitting an application are encouraged to read this NOFO (see the attachment for full funding opportunity) thoroughly to understand the type of program sought, application submission requirements and selection process.

The purpose of this activity is to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. In this case, host communities refer to the Ukhia and Teknaf upazilas hosting Rohingya refugee camps. Impacted communities are Cox's Bazar district, and communities throughout the three Chittagong Hill Tracts (CHT) districts (Bandarban, Rangamati, and Khagrachari). The inclusion of the CHT districts will allow the activity to address longer-term, less immediate impacts of the refugee crisis related to social cohesion and conflict prevention across the region.

Background
The United States Agency for International Development (USAID) is seeking applications for a Fixed Amount Cooperative Agreement(s) from qualified Bangladeshi local entities to implement the USAID Host and Impacted Community Resilience Activity program. Grant Details
The HICRA activity will be a milestone-based fixed amount cooperative agreement divided into four performance periods, the Base Period (project years 1-2) and the Renewal Periods each of the following 3 years up to 5 years as below:

Renewal Year 2: Project Year 4,
Renewal Year 3: Project Year 5. The Base Period of the award will be two years, with an option to renew the periods for another 3 years of implementation, for a five-year maximum period of performance.
