Description

The overall objective of the activity is to improve health and HIV outcomes among k ey and p riority p opulations , in support of USAID/Mozambique's Country Development Cooperation Strategy (CDCS) 2020-2025. Specifically, this award will directly respond to CDCS Development Objective #1: Healthier and better educated Mozambicans, especially the young and vulnerable ; with a focus on intermediate results #1.1 & #1.2 (quality and utilization of health services improved)

The selected applicant(s) for this activity will work in all eleven provinces of Mozambique, applicants can submit an application for only certain provinces or for the entire county; supporting the Government of Mozambique's response to HIV and AIDS, and providing comprehensive, high quality, and cost-effective services and assistance to meet the activity's objectives.

The USAID HIV KPP Local Activity will be undertaken in epidemiologically priority districts, as per the guidance provided by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), and in consultation with the Government of the Republic of Mozambique (GRM), the Mozambique Ministry of Health (MISAU), and the Mozambique National AIDS Council (CNCS). Priority districts will be reviewed and revised based on available evidence, on an annual basis, as part of the PEPFAR Country Operational Plan (COP) planning process.

Background
The overall objective of the activity is to improve health and HIV outcomes among key and priority populations, in support of USAID/Mozambique’s Country Development Cooperation Strategy (CDCS) 2020-2025. The selected applicant(s) for this activity will work in all eleven provinces of Mozambique, supporting the Government of Mozambique’s response to HIV and AIDS, and providing comprehensive, high quality, and cost-effective services and assistance to meet the activity’s objectives.

Grant Details
The USAID HIV KPP Local Activity will be undertaken in epidemiologically priority districts, as per the guidance provided by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), and in consultation with the Government of the Republic of Mozambique (GRM), the Mozambique Ministry of Health (MISAU), and the Mozambique National AIDS Council (CNCS). The guiding theme for this award will be: “Reach & Enroll, Support & Retain, Empower & Protect”.
USAID envisions a combination of three integrated components: Identify underserved KPP, deliver comprehensive community-based HIV prevention and testing services, address social stigma and other structural barriers so that KPP can readily access quality HIV services, avoid risky behaviors, and develop improved resilience.
The term HIV services refers broadly to all services that directly or indirectly affect HIV-related health outcomes.

Eligibility Requirements
Eligibility for this RFA is restricted to Local Mozambican Organizations (Local Entities) as defined below: For the purpose of this section, local entity means an individual, a corporation, a nonprofit organization, or another body of persons that is legally organized under the laws of Mozambique; has as its principal place of business or operations in; is majority owned by individuals who are citizens or lawful permanent residents of; and managed by a governing body, the majority of who are citizens or lawful permanent residents of a country receiving assistance from funds appropriated under title III of this Act.

Period of Performance
The USAID intends to provide approximately $35,000,000.00 in total USAID funding over a 5 (five) year period.
