Description

The United States Agency for International Development (USAID) Mission to Georgia (USAID/Georgia) is planning to seek applications from qualified entities to implement the USAID Civic Education Activity in Georgia.

This is an advance notice that USAID/Georgia will be posting a Notice of Funding Opportunity (NOFO) in the near future. This Synopsis is issued for the purpose of providing stakeholders an opportunity to review and provide comments and/or feedback on the attached draft Program Description. If you would like to provide comments, please submit no more than two pages of comments no later than COB July 7, 2021, Tbilisi Time via email to mchelidze@usaid.gov and rcocaucasus@usaid.gov

This Synopsis is issued solely for information and planning purposes and does not constitute a Request for Applications (RFA). It is not to be construed as a commitment by the U.S. Government to issue any solicitation or make an award, nor does it commit the Government to pay for costs incurred in the preparation and submission of any comments. Any funding proposals submitted in response to this request will not be considered. Responses to this notice must be received no later than the due date and time stated above in this notice.

All materials submitted will become the property of the U.S. Agency for International Development (USAID) and will not be returned. USAID reserves the right to use information provided by respondents for USAID's own purposes. While it is not the intention to make public any response to this request, proprietary and sensitive information must not be sent. Responding to this Synopsis will not give an advantage to an organization in any subsequent procurement.

The purpose of the USAID Civic Education Activity is to use civic education to prepare the next generation of Georgians to be civically engaged; know and exercise their democratic rights and responsibilities; harness technology, and build partnerships, including with the private sector, to demand and facilitate increased government accountability. As Georgia's education system is transformed through Government of Georgia's (GoG's) education reform policies and enhanced funding commitments, in parallel to post-COVID-19 challenges and limitations, the training and recruitment of a new cadre of teachers presents a significant opportunity to introduce new, innovative approaches to supporting civic education in line with USAID Georgia's Country Development Cooperation Strategy objectives.

The Activity will be differentiated from previous USAID civics education work by focusing on the identified need to develop a more democratic culture in schools, introduce innovative approaches to extracurricular and experiential/project-based learning, establish new forms of partnership including with the private sector, and equip teachers and students to maximally benefit from digital resources.

The activity has three objectives:

(1) Improve Student-Led Civic and Democratic Engagement in Schools;

(2) Strengthen engagement of the private sector in civic education at the school level;

(3): Students improve their ability and proficiency to responsibly use and harness technology to advance their civic agendas and participate in public discourse.

Background
The United States Agency for International Development (USAID) Mission to Georgia is seeking applications for a Cooperative Agreement from qualified entities to implement the USAID Civic Education Program. The authority for the NOFO is found in the Foreign Assistance Act of 1961, as amended. The purpose of the USAID Civic Education Program is to use civic education to prepare the next generation of Georgians to be civically engaged, know and exercise their democratic rights and responsibilities, harness technology, and build partnerships, including with the private sector, to demand and facilitate increased government accountability.

Grant Details
The program will focus on developing a more democratic culture in schools, introducing innovative approaches to extracurricular and experiential/project-based learning, establishing new forms of partnership including with the private sector, and equipping teachers and students to maximally benefit from digital resources. The program will also address the need for private sector engagement in civic development and civic education over time. It will work on initiatives such as promoting digital citizenship, integrating media literacy into civic education in schools and universities, and enhancing digital technology capacity among public-school teachers.

Eligibility Requirements
Eligibility for this award is not restricted. Interested parties must provide all information as required in this NOFO and meet eligibility standards outlined in Section C of this NOFO.
