Notice of Funding Opportunity summary:

The United States Agency for International Development (USAID) is seeking applications for a

Cooperative Agreement from qualified entities to implement the Urban Health Activity. Eligibility

for this award is not restricted.

USAID intends to make an award to the applicant who best meets the objectives of this funding

opportunity based on the merit review criteria described in SECTION E of this Notice of Funding

Opportunity (NOFO), subject to a risk assessment. The applicant receiving an award will be the

Activity short summary:

USAID/Uganda plans to award a five-year Cooperative Agreement to enhance health system

resilience and improve the survival and well-being of the residents of Kampala city, Mukono, and

Wakiso districts (hereafter referred to as the Target Districts ) (the Activity ). The Activity will

strengthen public and private health systems at the facility and community levels to deliver

responsive, timely, evidence-based, quality services. The Activity will strengthen maternal,

newborn, and child health (MNCH); malaria; family planning (FP) / reproductive health (RH);

nutrition; and Global Health Security (GHS) services in the Target Districts.

Background
The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Urban Health Activity. The Activity aims to enhance health system resilience and improve the survival and well-being of the residents of Kampala city, Mukono, and Wakiso districts. It will strengthen public and private health systems at the facility and community levels to deliver responsive, timely, evidence-based, quality services. The Activity will focus on strengthening maternal, newborn, and child health (MNCH); malaria; family planning (FP) / reproductive health (RH); nutrition; and Global Health Security (GHS) services in the Target Districts.

Grant Details
The proposed Activity will achieve its goals through four Intermediate Results (IRs): Improved Quality of Care, Strengthened Private Sector Service Provision, Strengthened Community Health, and Improved Coordination and Multi-sectoral Collaboration for Urban Health Programming. The Activity will address various challenges such as service delivery gaps, dysfunctional community health systems, limitations in private sector service provision, and leadership and governance issues. It will also align with USAID/Uganda Country Development Cooperation Strategy (CDCS) (2022-2027) and contribute to relevant Government of Uganda (GoU) priorities in achieving the minimum healthcare package through deliberate district-led interventions.
