Background
The National Dislocated Worker Grant (DWG) program is administered by the U.S. Department of Labor under the Workforce Innovation and Opportunity Act (WIOA). The purpose of this program is to provide discretionary grants to support employment-related services for dislocated workers and other eligible individuals, particularly in response to major economic dislocations or events that create a shortage of existing WIOA Dislocated Worker formula funds.

DWGs are intended to assist states and communities in recovering from significant dislocation events, thereby promoting economic recovery, community resilience, and equitable workforce development.

Grant Details
The DWG program encompasses two types of grants: Disaster Recovery DWGs and Employment Recovery DWGs. Disaster Recovery DWGs provide funding for temporary employment opportunities related to cleanup and recovery efforts following declared emergencies or disasters. Employment Recovery DWGs expand capacity to serve dislocated workers following mass layoffs or closures.

Eligible activities include:
1. Cleanup and recovery efforts such as demolition, cleaning, repair, renovation, and reconstruction of damaged structures.
2. Humanitarian assistance related to disaster impacts.
3. Employment and training activities aimed at helping participants secure sustainable employment post-grant activities.
4. Supportive services necessary for participant engagement in grant activities.
5. Coordination with emergency management agencies to ensure effective disaster response.

Eligibility Requirements
Eligible applicants include state, outlying area, or Indian tribal governments as defined by the Stafford Act. Participants eligible for services include individuals laid off due to the disaster, dislocated workers as defined by WIOA, long-term unemployed individuals as defined by the state or entity, and self-employed individuals who became unemployed due to the disaster.

Period of Performance
The period of performance for DWG projects typically allows participants to work for a maximum of 12 months or 2,080 hours, whichever is longer. Extensions may be requested under specific circumstances.

Grant Value
The total value of the grant varies based on the specific needs identified in applications; however, individual grant awards are designed to cover costs associated with employment-related services for eligible participants.

Eligibility varies depending upon the type of National Dislocated Worker Grant requested, as noted below. Please reference the text of TEGL 09-24 for additional requirements.Disaster Recovery DWGs: 1. States, as defined by the Workforce Innovation and Opportunity Act (WIOA) in Section 3(56); 2. Outlying areas as defined by WIOA, Section 3(45); and, 3. Indian tribal governments as defined by the Stafford Act, 42 U.S.C. 5122(6).Employment Recovery DWGs: 1. a state or outlying area (as defined by WIOA, Section 3), or a consortium of states; 2. a local Workforce Development Board (WDB) or a consortium of WDBs; 3. an entity eligible for funding through the Indian and Native American program in WIOA Section 166(c); 4. entities determined to be appropriate by the governor of the state or outlying area involved; and, 5. entities that demonstrate to the Secretary of Labor their capability to effectively respond to circumstances related to particular dislocations.
