Unleashing Tribal Energy Development

Background
The Department of Energy (DOE) Office of Indian Energy Policy and Programs is issuing this Notice of Funding Opportunity (NOFO) to advance affordable, reliable, and secure energy development of Tribal energy resources for the benefit of Tribes and their members. The goal is to support projects that enhance Tribal sovereignty through energy development, efficiency, and use.

Grant Details
Projects funded under this NOFO are categorized into three Topic Areas:

1. **Topic Area 1**: Projects must serve the electric loads and support the energy needs of Tribes at the scale of a Tribal community or communities, involving construction of energy assets.

2. **Topic Area 2**: Projects must complete all pre-development activities necessary for deploying community-scale energy projects.

3. **Topic Area 3**: Projects must complete necessary pre-development activities for large-scale commercial development of Tribal energy resources, enhancing Tribal energy and economic infrastructure.

DOE anticipates making approximately $50 million available for new awards under this NOFO, with potential awards in one or multiple Topic Areas.

Eligibility Requirements
Eligible applicants include Tribes and their members. Applicants must certify that neither they nor any project participants qualify as Entities of Concern as defined by Public Law 117-167. Additionally, cost-sharing requirements apply, with contributions needing to be from non-federal sources unless otherwise allowed by law.

Period of Performance
The period of performance will be defined in the award agreement but will encompass the duration necessary to complete the project as outlined in the application.

Grant Value
$50 million total funding available for new awards under this NOFO; individual grant awards may vary based on project scope and funding requests.

Place of Performance
The projects must be performed within the United States unless a waiver is granted by DOE.
