Description

Reinforce the immediate need to establish effective safeguards and controls over sensitive research and technologies and to urgently inform R&D and emerging defense industry community on best practices for ITT safeguards, due diligence, and control requirements
Background
The Bureau of Arms Control and Nonproliferation, Department of State, is issuing this Notice of Funding Opportunity (NOFO) to strengthen Ukraine's capacity in Intangible Technology Controls (ITT). The goal is to establish effective safeguards and controls over sensitive research and technologies, particularly in light of the increased defense assistance following the 2022 Russian invasion. This initiative aims to inform the R&D and emerging defense industry community about best practices for ITT safeguards, due diligence, and control requirements.

Grant Details
The project will involve focused advisory and training engagements aimed at enhancing Ukraine's capabilities in several key areas: raising awareness among stakeholders regarding ITT, updating or developing industry and academic guidelines for safeguarding ITTs, enhancing government capabilities to assess end uses and risks related to ITTs, developing sustainable interagency mechanisms for effective controls and enforcement, raising awareness among enforcement agencies on investigative techniques related to ITT violations, and engaging with a core group of up to 60 R&D entities on STC requirements. The project will be implemented through a cooperative agreement requiring substantial involvement from the Department of State.

Eligibility Requirements
Eligible applicants include not-for-profit organizations (including think tanks), public and private educational institutions, for-profit organizations (if allowed by appropriation), public international organizations, and governmental institutions. All applicants must have a Unique Entity Identifier (UEI) issued via SAM.gov and be registered in SAM.gov. Organizations may only submit one proposal per institution.

Period of Performance
The period of performance for the grant is 24 months, with an anticipated project start date of October 1, 2025.

The total available funding for this grant opportunity is $345,338. Individual awards may range from a minimum of $100,000 to a maximum of approximately $345,338.
