Description

This program aims to promote shared security, stability, and technological innovation for the United States and Ukraine by establishing collaborative partnerships between U.S. and Ukrainian scholars, industries, and research institutions in key priority areas. These partnerships will enhance defense capabilities and security while promoting technological innovation and shared knowledge between the United States and Ukraine.

By integrating education, defense, and innovation, the program strengthens U.S. national security and ensures that Ukraine remains a robust partner, mitigating the risk of its intellectual and technological advancements being exploited by competitors.

These partnerships will help enhance the resilience of U.S. and Ukrainian defense sectors, strengthen cyber defenses, increase energy security, and utilize U.S. best practices and expertise in agriculture, construction, and demining to help create a safer and more secure U.S.-Ukraine partnership, leading to increased economic and investment opportunities for U.S. businesses.

Background
The U.S.-Ukraine University Partnerships for Peace and Security program, initiated by the U.S. Embassy Kyiv Ukraine of the U.S. Department of State, aims to foster shared security, stability, and technological innovation between the United States and Ukraine. The program seeks to establish collaborative partnerships among U.S. and Ukrainian scholars, industries, and research institutions in key priority areas to enhance defense capabilities and promote technological innovation. Grant Details
The program will support projects that establish or strengthen partnerships between U.S. and Ukrainian universities, enabling collaboration in critical areas such as cybersecurity, defense technology research (including AI-driven surveillance and battlefield medicine), energy security, civil demining, agriculture, and construction. Possible activities include joint academic programs, workshops, training programs, research fellowships, technology development initiatives, innovation challenges, lab collaborations, and capacity-building projects. The program emphasizes the importance of mutual participation from both U.S. and Ukrainian counterparts in developing project ideas.

Eligibility Requirements
Eligible applicants include U.S. public and private educational and research institutions/organizations. Applicants must have a Unique Entity Identifier (UEI) issued via SAM.gov and be registered in SAM.gov. Organizations are limited to submitting one proposal each; multiple submissions will render all proposals from that organization ineligible for funding. Active engagement from both U.S. and Ukrainian partners is essential.

Period of Performance
The performance period for funded projects is expected to be between 12 to 24 months.

Grant Value
Awards may range from a minimum of $150,000 to a maximum of $250,000 with up to 5 awards anticipated depending on available funding.
