U.S. Mission to Libya Public Diplomacy Small Grants Program Annual Program Statement (APS)

Background
The U.S. Department of State, through the U.S. Mission to Libya and its Tunisia-based Libya External Office, is offering funding via the Public Diplomacy Small Grants Program. This initiative aims to foster Libyan-U.S. mutual interests, enhance regional stability and security, and promote shared prosperity between the two nations.

Grant Details
Proposals should support one or more of the following objectives:

- Promote Economic Opportunity and U.S. Collaboration;
- Showcase U.S.-Libyan Partnership and Shared Values;
- Support Libya’s Unity, Stability, and Security.

Specific tasks include supporting economic initiatives linked to U.S.-Libya partnerships, cultural diplomacy projects, and activities promoting national unity among Libyan communities. Projects involving alumni of U.S. Government exchange programs are strongly encouraged.

Eligibility Requirements
Eligible applicants include U.S. and foreign not-for-profit organizations (including think tanks), public and private educational institutions, individuals, and governmental institutions from Libya or abroad. Organizations must have a Unique Entity Identifier (UEI) from SAM.gov; individuals do not need this registration. Only one proposal per organization is allowed.

Period of Performance
The performance period for funded projects is set for 12 months.

Grant Value
Awards may range from a minimum of $50,000 to a maximum of $100,000, with an anticipated total of five awards depending on available funding.

Place of Performance
The grant activities will primarily take place in Libya.
