Description

The U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program, administered by the U.S. Mission to Libya through the Tunis-based U.S. Libya External Office. This Annual Program Statement outlines key strategic priorities and funding opportunities for proposals that advance Libyan-U.S. mutual interests, reinforce regional stability and security, and promote shared prosperity between the United States and Libya.

Proposals should directly support one or more of the following objectives:

o Promote Economic Opportunity and U.S. Collaboration

o Showcase U.S.-Libyan Partnership and Shared Values

o Support Libya's Unity, Stability and Security

Background
The U.S. Department of State is announcing funding through its Public Diplomacy Small Grants Program, managed by the U.S. Mission to Libya via the Tunisia-based Libya External Office. This Annual Program Statement outlines strategic priorities and funding opportunities aimed at advancing mutual interests between Libya and the U.S., enhancing regional stability and security, and fostering shared prosperity.

Grant Details
Proposals should support one or more of the following objectives:

1) Promote Economic Opportunity and U.S. Collaboration, including initiatives in sectors linked to the U.S.-Libya economic partnership;

2) Showcase U.S.-Libyan Partnership and Shared Values through cultural diplomacy and educational initiatives;

3) Support Libya’s Unity, Stability, and Security by reinforcing national unity and security.

Projects involving alumni of U.S. Government exchange programs are strongly encouraged. The program will not fund partisan political activities, charitable activities, construction programs, specific religious activities, fundraising campaigns, lobbying for legislation, scientific research, or programs primarily for institutional growth.

Eligibility Requirements
Eligible applicants include U.S. and foreign not-for-profit organizations (including think tanks), public and private educational institutions, individuals, and public international organizations. All organizations must have a Unique Entity Identifier (UEI) from SAM.gov. Cost-sharing is encouraged but not mandatory. Only one proposal per organization is allowed.

Period of Performance
The performance period for funded projects is expected to be 12 months from the anticipated start date of October 1, 2025.

Grant Value
Awards may range from a minimum of $25,000 to a maximum of $100,000 with a total number of anticipated awards being five, dependent on available funding.

Place of Performance
The grant activities will primarily take place in Libya.
