Description

PDS Libreville invites proposals for programs that strengthen ties between the U.S. and Gabon by highlighting our shared values and promoting bilateral cooperation. All programs must have a clear nexus to U.S. foreign policy objectives, and contribute to U.S. Embassy Libreville's efforts to make the United States safer, stronger, and more prosperous; and/or showcase U.S. excellence in various fields, including emerging technologies. We welcome projects that highlight American excellence and support the American First agenda.

Examples of PDS Small Grants Program programs include, but are not limited to:

  • English language promotion activities;
  • Business and entrepreneurship promotion activities;
  • Academic and professional lectures, seminars and speaker programs;
  • Professional and academic exchanges and programs;
  • Artistic and cultural workshops, joint performances and exhibitions; and
  • Cultural heritage conservation and preservation programs;

Priority Program Areas:

  • Promoting an attractive business and investment environment in Gabon;
  • Supporting sustainable economic development;
  • Expanding English language training, instruction, and resources; and
  • Deepening U.S. Gabon ties through cultural preservation activities and increasing local understanding of U.S. policy, culture, and values

Participants and Audiences:

  • Youth, especially emerging leaders
  • Opinion leaders, including cultural, academic, and media figures

The following types of programs are not eligible for funding:

  • Programs relating to partisan political activity;
  • Charitable or development activities;
  • Construction programs;
  • Programs that support specific religious activities;
  • Fund-raising campaigns;
  • Lobbying for specific legislation or programs
  • Scientific research;
  • Programs intended primarily for the growth or institutional development of the organization; or
  • Programs that duplicate existing programs.
Background
The U.S. Embassy in Libreville, through its Public Diplomacy Small Grants Program, invites proposals for programs that strengthen ties between the United States and Gabon. The goal is to promote shared values and bilateral cooperation, contributing to U.S. foreign policy objectives and enhancing the safety, strength, and prosperity of both nations. The program seeks to showcase American excellence in various fields, including emerging technologies, while supporting the American First agenda.

Grant Details
Proposals must align with U.S. foreign policy goals and can include a variety of activities such as:

- English language promotion activities
- Business and entrepreneurship promotion activities
- Academic and professional lectures, seminars, and speaker programs
- Professional and academic exchanges
- Artistic and cultural workshops
- Joint performances and exhibitions
- Cultural heritage conservation programs.

Priority areas include promoting a favorable business environment in Gabon, supporting sustainable economic development, expanding English language resources, and deepening U.S.-Gabon ties through cultural preservation. Eligible applicants include not-for-profit organizations, educational institutions, individuals, public international organizations, and governmental institutions. Programs that are not eligible for funding include those related to partisan political activity, charitable activities, construction programs, specific religious activities, fundraising campaigns, lobbying efforts, scientific research, organizational growth initiatives, or duplicative programs.

Eligibility Requirements
Eligible applicants are not-for-profit organizations (including think tanks), public/private educational institutions, individuals, public international organizations, and governmental institutions. For-profit entities are not eligible. All organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov. Individuals do not need a UEI or SAM registration.

Period of Performance
The performance period for funded projects is up to 12 months.

Grant Value
The total amount available for funding is $40,000 for FY25 with individual awards ranging from $5,000 to $15,000.

Place of Performance
The grant will be performed in Gabon.
