The PDS invites proposals for programs that strengthen ties between the United States and the Kyrgyz Republic and support a priority program area (see below) to highlight shared values and promote bilateral cooperation.

All proposed programs must include an American element, either through a connection with American expert/s, organization/s, or institution/s, usage of American educational/informational resources, including American English-language teaching resources, or any other activities that promote or contribute to increased mutual understanding between the people of the United States and people of the Kyrgyz Republic. Proposals that propose program activities in rural/remote parts of the Kyrgyz Republic are encouraged. Competitive proposals will promote continued/sustainable cooperation between the people of the United States and the Kyrgyz Republic even after the project concludes.

Background
The U.S. Embassy Bishkek Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations and individuals to submit proposals aimed at strengthening ties between the United States and the Kyrgyz Republic. The goal is to support programs that highlight shared values and promote bilateral cooperation, particularly through initiatives that include an American element.

Proposals that engage rural or remote areas of the Kyrgyz Republic are particularly encouraged, with a focus on sustainable cooperation beyond the project's conclusion.

Grant Details
Proposals must include an American element, such as collaboration with American experts or institutions, use of American educational resources, or activities that foster mutual understanding. The PDS invites proposals in several priority program areas:

1) Increasing Understanding of U.S. Values and Creativity;
2) Fostering Inclusive and Sustainable Economic Growth;
3) Promoting Accountable Governance and Stability;
4) Improving English Language Education;
5) Enhancing Climate Change Resilience and Environmental Protection;
6) Combating Transnational Threats.

Each proposal should clearly outline project goals, objectives, activities, expected results, and a budget overview.

Eligibility Requirements
Eligible applicants include Kyrgyz Republic-registered not-for-profit organizations, civil society organizations, think tanks, educational institutions, individuals, and U.S.-based NGOs partnering with Kyrgyz organizations. For-profit entities are not eligible. Applicants must have a Unique Entity Identifier (UEI) issued via SAM.gov and be registered in SAM.gov.

Organizations may only submit one proposal per organization per funding cycle.

Period of Performance
The performance period for proposed projects is between 6 to 12 months, with projects expected to be completed within this timeframe.

Grant Value
The total value of the grant awards ranges from a minimum of $5,000 to a maximum of approximately $80,000. Up to five awards are anticipated depending on funding availability.

Place of Performance
The grant activities will be performed in the Kyrgyz Republic.

Eligible Applicants The following organizations are eligible to apply • Kyrgyz Republic-registered: o Not-for-profit organizations, o Civil society/non-governmental organizations, o Think tanks, o Public and private not-for-profit educational institutions, o Individuals, and • U.S. non-governmental organizations (NGOs), educational institutions, and individuals seeking funding to support cultural and/or educational programs in the Kyrgyz Republic and partnering with Kyrgyz Republic-registered organizations. For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. For more information on the difference between sub-contract and sub-recipient, please refer to 2 CFR 200.331.
