The U.S. Embassy Yerevan Public Diplomacy Section of the U.S. Department of State announces an open competition for organizations to submit applications to implement programs to advance reconciliation efforts between the people of Armenia and Azerbaijan, and to support normalization of relations between Armenia and Turkiye. Grant Details
This Notice of Funding Opportunity (NOFO) comprises two separate projects: Supporting Civil Society Efforts Towards the Normalization of Relations between Armenia and Turkiye, and Supporting Armenia-Azerbaijan Peacebuilding and Conflict Resolution Initiatives. The first project has a ceiling of $300,000, while the second project has a ceiling of $350,000.

Both projects aim to strengthen and expand the network of civil society leaders who are advancing reconciliation efforts and confidence building in the normalization of relations between Armenia and Turkiye, as well as peace between Armenia and Azerbaijan. The proposed programs may include initiatives with elements such as people-to-people programs, exchanges, dialogues, research, education, training, awareness-raising, confidence-building measures, mediation, and conflict resolution skill-building initiatives.

Eligibility Requirements
Eligible applicants include Armenian, U.S., and International not-for-profit organizations, including think tanks and civil society/non-governmental organizations. Cost sharing is encouraged but not required. Matching is not required.

In order to be eligible to receive an award, all organizations must have a Unique Entity Identifier (UEI) number issued via www.SAM.gov as well as a valid registration on www.SAM.gov.

Period of Performance
The length of the performance period is up to 12 months with an anticipated program start date on October 1, 2023.

Proposed programs should be completed in 12 months or less.

Grant Value
The total available funding is $650,000 with awards ranging from a minimum of $50,000 to a maximum of $350,000.

Place of Performance
The specific geographic locations where the grant will be performed are Armenia and Azerbaijan.
