Description

The Office of Population Affairs (OPA), in the Office of the Assistant Secretary for Health (OASH), administers the Title X family planning, Teen Pregnancy Prevention, and Embryo Adoption Awareness and Services programs. OPA advises the Secretary and the Assistant Secretary for Health on a wide range of reproductive and adolescent health topics, including teen pregnancy prevention, family planning, and sterilization, as well as other population issues. The Title X program was established in 1970 when Congress enacted Title X of the Public Health Service (PHS) Act and is the only domestic federal program dedicated solely to family planning and related preventive health services.

OPA seeks to supplement an existing Title X Services grant to establish the Title X Nondirective Options Information, Counseling, and Referrals Hotline. The hotline will serve as a critical component in providing Title X pregnant clients with neutral and factual information, nondirective counseling and referral in accordance with 42 CFR 59.5(a)(5). As stated in 42 CFR 59.5(a)(5), the hotline will (i) Offer pregnant clients the opportunity to be provided information and counseling regarding each of the following options: (A) Prenatal care and delivery; (B) Infant care, foster care, or adoption; and (C) Pregnancy termination. (ii) If requested to provide such information and counseling, provide neutral, factual information and nondirective counseling on each of the options, and, referral upon request, except with respect to any option(s) about which the pregnant client indicates they do not wish to receive such information and counseling. OPA expects the recipient to establish and operate a national hotline, develop and maintain a detailed national list of nondirective options referral service sites, and build and maintain a national website to compliment the hotline.
