The purpose of the Title V Competitive SRAE Program is to fund projects to implement sexual risk avoidance education that teaches participants how to voluntarily refrain from non-marital sexual activity. Successful applicants are expected to submit plans for the implementation of sexual risk avoidance education that normalizes the optimal health behavior of avoiding non-marital sexual activity, with a focus on the future health, psychological well-being, and economic success of youth. Applicants must agree to: 1) use medically accurate information referenced to peer-reviewed publications by educational, scientific, governmental, or health organizations; implement an evidence-based approach integrating research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and 2) teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity. The Title V SRAE legislation requires unambiguous and primary emphasis and context for each of the A-F topics to be addressed in program implementation. Additionally, there is a requirement that messages to youth normalize the optimal health behavior of avoiding non-marital sexual activity.

Eligibility Requirements
Eligible applicants include various government entities, tribal organizations, nonprofits with 501(c)(3) status or without it, private institutions of higher education, for-profit organizations other than small businesses, small businesses, and others meeting specific eligibility criteria. Faith-based organizations are also eligible. However, individuals including sole proprietorships and foreign entities are not eligible to apply.

Eligible applicants must have the capacity to develop and implement Title V Competitive SRAE projects in specified states and territories.

Period of Performance
The funding period is for a 24-month period with two 12-month budget periods. Projects must start full implementation within 90 days of grant award. The expected award date is August 30, 2024, with a start date of September 30, 2024.

The estimated total program funding is $12,226,429 with a total of 20 expected awards. The minimum award amount for the first budget period is $13,501 while the maximum award amount is $450,000.

Place of Performance
Projects must be implemented in states and territories that did not accept FY 2023 allocations for Title V State SRAE. Applicants from specific states and territories are eligible to apply for funding.

Eligible applicants are limited to local organizations and entities or consortia, with the capacity to develop and implement Title V Competitive SRAE projects in states and territories that do not accept FY2024 allocations for Title V State SRAE. The estimated award amount is based upon FY2024 funding available for Title V Competitive SRAE awards and is subject to change. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
