Description

The primary objective of the STATEMAP component of the National Cooperative Geologic Mapping Program (NCGMP) is to establish the geologic framework of areas determined to be vital to the economic, social, or scientific welfare of individual States and the Nation. The State Geologist/Survey Director/Chief Scientist (or similar position) shall determine mapping priorities in consultation with a multidiscipline State Mapping Advisory Committee (SMAC). These priorities shall be determined on the basis of: (1) State requirements for geologic map information in areas of multiple issue need or areas of compelling single-issue need, and (2) State requirements for geologic map information in areas where mapping is required to solve critical earth science problems. Priorities are not dependent on past agreements with the U.S. Geological Survey (USGS).The STATEMAP Program fulfills the NCGMP mission and supports Department of the Interior (DOI) Secretarial priorities (see https://www.doi.gov/performance/strategic-planning for the current DOI Strategic Plan) by developing a national geologic framework through the generation of new two-dimensional (2D) and three-dimensional (3D) geologic map databases. STATEMAP is directly supportive of EO 14154 ("Unleashing American Energy"), and Secretarial Orders 3417 ("Addressing the National Energy Emergency") and 3418 ("Unleashing American Energy"), which call for the acceleration of detailed geologic mapping in support of energy and critical mineral resources supported by data preservation and availability. The geologic mapping supported by STATEMAP provides foundational, standardized information (i.e., data) necessary to manage land and water resources of the U.S., discover and assess energy and mineral resources (including critical and rare earth minerals), understand and mitigate natural hazards, and inform national security decisions. STATEMAP mapping efforts continue to support the development of modern infrastructure, including highways, bridges, and pipelines in almost every State, by providing information necessary for land-use planning, as well as information on aggregate resources and building materials.
Background
The State Component of the National Cooperative Geologic Mapping Program (STATEMAP) is administered by the U.S. Geological Survey (USGS) with the primary objective of establishing the geologic framework of areas vital to the economic, social, or scientific welfare of individual States and the Nation.

The program supports the Department of the Interior's priorities by developing a national geologic framework through new 2D and 3D geologic map databases. It aims to provide foundational information necessary for managing land and water resources, discovering energy and mineral resources, understanding natural hazards, and informing national security decisions.

Grant Details
Eligible applicants are limited to State Geological Surveys under the National Geologic Mapping Act. Proposals must be submitted by a State Geological Survey that has a State Mapping Advisory Committee meeting at least annually. Each proposal can include multiple projects focused on geologic mapping priorities determined by state needs.

The program requires a 1:1 matching funds basis for total direct costs, with an estimated total program funding of $18 million and an expected number of awards totaling 45. The award ceiling is set at $800,000 per project. Projects must create new geologic maps at scales ranging from 1:24,000 to 1:500,000, submit draft maps in PDF format along with GIS data compliant with GeMS standards, and deliver final products within one year after project completion.

Eligibility Requirements
Eligibility is limited to State Geological Surveys as defined under the National Geologic Mapping Act. Proposals must be submitted on behalf of these surveys by universities within a state university system if applicable. A State Mapping Advisory Committee must exist to advise on mapping priorities, and applicants must commit to matching federal funds on a 1:1 basis.

Period of Performance
The period of performance for projects is expected to span from June 1, 2026, to May 31, 2027.

Grant Value
The total value of the grant opportunity is estimated at $18 million with individual awards not exceeding $800,000.

Place of Performance
Geographic locations for grant performance are determined based on state-specific mapping priorities.

Additional Info
STATEMAP eligibility is limited to State Geological Surveys pursuant to the National Geologic Mapping Act. For State Geological Surveys that are organized within a State university system, those universities may submit a proposal on behalf of the State Geological Surveys. To qualify for STATEMAP funding, a State Geological Survey must have a State Mapping Advisory Committee (or equivalent) that meets at least annually. This committee shall advise the State Geological Survey on geologic mapping priorities within the State.State Geological Surveys must commit to match 1:1 of the total direct costs and may request no more than 18% of Federal indirect costs. To qualify for Fiscal Year (FY) 2026 STATEMAP funding, a State Geological Survey previously funded under STATEMAP must follow requirements specified in previous STATEMAP Program Announcements and awards and must have no delinquent deliverables.Failure to meet previous award requirements will be grounds for ineligibility or penalty in the review process; see Attachment H, Section E.1, DOI Financial Assistance Award General Terms and Conditions, (reference to 2 CFR 200.339 through 200.343 "Remedies for Noncompliance").
