ACL will hold a competition to fund one cooperative agreement to continue operation of the National Eldercare Locator call center for the next five years. The Eldercare Locator is a call center with information specialists available to assist callers to link to a trustworthy network of national, State, Tribal and community organizations and services through a nationally recognized toll-free number. The Locator also provides seniors and caregivers who require more in depth support the opportunity to speak with highly trained eldercare consultants who can better triage the situation. This new program announcement seeks to advance the Locator to better serve older adults and those who care for them. Objectives include: Increasing the number of older adults and caregivers served by the Eldercare Locator call center. Exploring collaborations and partnerships with Federal, public, non-profit, and private entities to ensure the Eldercare Locator reaches the broadest population as possible. Ensuring that the Eldercare Locator is utilizing new and emerging technologies to enhance the service experience. Expanding marketing and education efforts to increase awareness of the Eldercare Locator and of home and community-based services for older adult and caregivers.

Background
The Administration on Aging, an agency of the U.S. Administration for Community Living (ACL), has been funding the Eldercare Locator (the Locator) since 1991, to help older adults, their families, caregivers, and caring professionals navigate this complex environment by connecting those needing assistance with National, State, and local agencies that serve older adults and their caregivers. The Locator is a national service authorized under the Older Americans Act of 1965, as amended. The goal is to provide users with the information and resources they need that will help older persons live independently and safely in their homes and communities for as long as possible.

Grant Details
The successful applicant will establish a call center capable of assisting individuals through multiple channels including telephone, TTD/TTY, email, and online inquiries. Information specialists must be available Monday through Friday from 8:00 a.m. until 9:00 p.m. ET to respond to individuals in English and Spanish, with the ability to respond in additional languages as needed.

The call center must be able to respond to at least 450,000 calls, online chats, and emails a year. Additionally, the applicant should ensure that staffing is available to respond to these inquiries.

The applicant should also propose strategies for technology enhancements, quality control procedures, disaster preparedness protocols, and collaboration with ACL initiatives and resource centers.

Eligibility Requirements
Eligible applicants include domestic public or private non-profit entities such as state and local governments, Indian tribal governments and organizations (American Indian/Alaskan Native/Native American), faith-based organizations, community-based organizations, hospitals, and institutions of higher education.

Period of Performance
The project period is 60 months with five 12-month budget periods.
