The purpose of the THCGME Program is to support the training of residents in

primary care residency training programs in community-based ambulatory patient

care centers. These residency programs will prepare residents to provide high-quality

care, particularly in rural and underserved communities, and develop competencies

to serve these diverse populations and communities. These notices announce the

opportunity to apply for funding under the THCGME Program.

This funding will support both the direct expenses associated with sponsoring approved

graduate medical residency training programs and indirect expenses associated with the

additional costs relating to teaching residents in residency training programs.

Two award types are available:

1. Expansion awards for an increased number of resident Full-Time Equivalent (FTE)

positions at existing HRSA THCGME Programs.

2. New awards to support new resident FTE positions at new Teaching Health Centers

(THCs). New THCs are those applicants seeking funding for residency programs that

have never received payment under the HRSA THCGME Program for the applicable

residency program in any previous fiscal year.

As described in 340H(h)(2)(B), all resident FTEs for whom THCGME support is requested must

be above the program's resident FTE baseline and must not put the program above the number

approved by or awaiting approval by, the relevant accrediting body. Please review program

Background
The Teaching Health Center Graduate Medical Education (THCGME) Program, administered by the Bureau of Health Workforce within the Division of Medicine and Dentistry, aims to support the training of residents in primary care residency programs located in community-based ambulatory patient care centers.

The program is designed to enhance the quality of care provided in rural and underserved communities, equipping residents with the necessary competencies to serve diverse populations. The THCGME Program was initiated to address the growing demand for primary care physicians and dentists, particularly in areas lacking adequate healthcare services.

Grant Details
The THCGME Program provides funding for both direct and indirect expenses associated with graduate medical residency training programs. There are two types of awards available:
1) Expansion awards for increasing resident Full-Time Equivalent (FTE) positions at existing HRSA THCGME Programs;
2) New awards for supporting new resident FTE positions at new Teaching Health Centers (THCs).

Applicants must ensure that all resident FTEs supported by THCGME funding exceed their program's baseline and do not surpass the number approved by their accrediting body. The funding supports residency programs in various specialties including Family Medicine, Internal Medicine, Pediatrics, Obstetrics and Gynecology, Psychiatry, General Dentistry, Pediatric Dentistry, and Geriatrics.

Eligibility Requirements
Eligible applicants include community-based ambulatory patient care centers that operate accredited primary care residency programs or have formed a Graduate Medical Education (GME) consortium with such programs.

Organizations must be legally binding partners within a GME consortium to qualify. Teaching hospitals and academic institutions are not eligible for THCGME funding but can assist as part of a GME consortium.

Period of Performance
The period of performance varies based on the application type: For HRSA-25-091, it is from November 1, 2024, to June 30, 2029; for HRSA-25-077, it is from July 1, 2025, to June 30, 2029.

Grant Value
For HRSA-25-091, the expected total available funding for FY 2025 is $10 million with a range of $160,000 to $10 million per award.

For HRSA-25-077, the expected total available funding is $80 million with a range of $160,000 to $10,252,864 per award.

Place of Performance
The grant will be performed in community-based ambulatory patient care centers across the United States including Federally Qualified Health Centers (FQHCs), Community Mental Health Centers (CMHCs), Rural Health Clinics (RHCs), and other similar organizations.
