The purpose of the THCGME Program is to support the training of residents in primary care residency training programs in community-based ambulatory patient care centers. Programs will prepare residents to provide high quality care, particularly in rural and underserved communities, and develop competencies to serve these diverse populations and communities. Two award types are available: 1. Expansion awards for an expanded number of resident Full-Time Equivalent (FTE) positions at existing HRSA THCGME Programs. 2. New awards to support new resident FTE positions at new Teaching Health Centers (THCs), as funding permits. New THCs are those applicants for residency programs that have never received payment under the HRSA THCGME Program for the applicable residency program in any previous fiscal year (FY). All applicants that meet eligibility criteria, including those that applied through the FY 2022 THCGME NOFO (HRSA-22-105), may apply through this announcement for resident FTE positions as the baseline requirements has been adjusted for consideration of funding under this NOFO have changed and applicants may be eligible to receive funding for additional resident FTEs. Applicants that did not receive an award under announcement HRSA-22-105 may also apply through this announcement. Refer to the Program Objectives (to hyperlink) section on page 2 for details. Awards made through this announcement may be utilized to support the costs associated with resident FTE training only. THCGME Program funds may not be used for residency program development (e.g., the costs associated with accreditation).

Background
The Teaching Health Center Graduate Medical Education (THCGME) Program is authorized by Section 340H of the Public Health Service (PHS) Act and aims to support the training of residents in primary care residency training programs in community-based ambulatory patient care centers. The program focuses on addressing the growing need for primary care services and aims to improve the distribution of the health workforce in rural and underserved communities. The program provides a vital supply line to support the primary care health workforce demand.

Grant Details
The THCGME Program provides funding for expansion awards to support an expanded number of resident Full-Time Equivalent (FTE) positions at existing HRSA THCGME Programs and new awards to support new resident FTE positions at new Teaching Health Centers (THCs). The program aims to prepare residents to provide high-quality care, particularly in rural and underserved communities, and develop competencies to serve diverse populations and communities.

The program also emphasizes emergency preparedness and requires eligible entities to have a training-focused emergency preparedness plan. The program provides a per-resident payment established by HRSA inclusive of both Direct Medical Education (DME) and Indirect Medical Education (IME) expenses.

Eligibility Requirements
Eligible entities include community-based ambulatory patient care centers that sponsor an accredited primary care residency program in specialties such as Family Medicine, Internal Medicine, Pediatrics, Obstetrics and Gynecology, Psychiatry, General Dentistry, Pediatric Dentistry, and Geriatrics. Eligible entities must have formed a Graduate Medical Education (GME) consortium that operates an accredited primary care residency program.

Only specific residency training programs are eligible for funding under this program.

Period of Performance
The period of performance for the grant is from July 1, 2022, through June 30, 2026, spanning four years. Funding beyond FY 2022 is dependent on the availability of appropriated funds for the THCGME Program in subsequent fiscal years.

Grant Value
The total annual available funding for FY 2022 is approximately $19.2 million with an estimated number of approximately 30 awards. The interim payment rate for FY 2022 is $160,000 per resident FTE. The final payment methodology has not yet been established and may change due to available appropriations and/or changes in payment methodology.

Place of Performance
The grant will be performed at community-based ambulatory patient care centers or GME consortia that operate accredited primary care residency programs.
