Description

This Unemployment Insurance Program Letter (UIPL) announces the availability of additional funding to cover ongoing administrative costs related to reporting, data retention, audit-related and oversight activities, efforts to detect, establish and recover overpayments, and financial reconciliation efforts associated with the Pandemic Emergency Unemployment Compensation (PEUC) program.Questions regarding this UIPL may be emailed to Rahel Bizuayene (Bizuayene.rahel@dol.gov).
Background
The U.S. Department of Labor's Employment and Training Administration (ETA) is issuing this Unemployment Insurance Program Letter (UIPL) to announce the availability of additional funding to support states' ongoing administrative activities associated with certain CARES Act Unemployment Compensation programs.

The goal is to assist states in covering ongoing administrative costs related to reporting, data retention, audit-related and oversight activities, efforts to detect, establish and recover overpayments, and financial reconciliation efforts associated with the Pandemic Emergency Unemployment Compensation (PEUC), Pandemic Unemployment Assistance (PUA), and Federal Pandemic Unemployment Compensation (FPUC) programs.

Grant Details
States may apply for up to $182.38 million in administrative funding distributed as follows:
- Up to $103 million for PUA,
- $25 million for PEUC,
- $51.2 million for FPUC,
- $3.18 million for Section 2105 of the CARES Act.

The funding can be used for various administrative costs including:
- Ongoing program integrity efforts such as addressing appeals or findings from ETA monitoring related to proper payment of benefits.
- Efforts to detect, establish, and recover overpayments.
- Data integrity, retention, and reporting activities.
- Audit-related and oversight-related activities involving coordination with OIG and GAO requests.

Each state must submit a Supplemental Budget Request (SBR) application along with an SF-424 form by September 25, 2024.

Eligibility Requirements
Eligible applicants are state workforce agencies that administer unemployment compensation programs under the CARES Act. States must have signed an agreement with the Secretary of Labor to administer these programs.

Period of Performance
The period of performance for this grant begins on July 1, 2024, and ends on September 30, 2025.

Grant Value
The total value of the grant opportunity is up to $182.38 million, with individual awards varying based on state size classification:
- Small states may receive approximately $1.5 million for PUA;
- Medium states may receive around $1.87 million;
- Large states may receive about $2.3 million;
- Extra Large states may receive approximately $2.73 million.

Place of Performance
The grant will be performed in all U.S. states and territories that administer unemployment compensation programs.
