Strengthening Regional, National, and Subnational Institutional Capacities to Sustainably Combat HIV/AIDS and Tuberculosis under the President's Emergency Plan for AIDS Relief (PEPFAR)

Background
The Strengthening Regional, National, and Subnational Institutional Capacities to Sustainably Combat HIV/AIDS and Tuberculosis under the President's Emergency Plan for AIDS Relief (PEPFAR) is a funding opportunity provided by the Centers for Disease Control and Prevention (CDC) to strengthen the capabilities of host country governments and non-governmental organizations (NGOs) to plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern. The goal is to support sustained epidemic control of HIV while facilitating the transition of programs to local oversight and strengthening financial, operational, technical, and programmatic controls.

Grant Details
The activities funded under this NOFO may include but are not limited to building capacity to strengthen country ownership; providing targeted technical assistance and support to promote health equity and reduce treatment gaps; leveraging the PEPFAR program to strengthen public health functions and support healthcare workers within the health systems; designing new partnerships with key private, public, and multi-sector entities that can complement existing programs and expand reach for public health preparedness and response; investing in the scale-up of cutting edge behavioral and implementation science to reduce new infections.

The NOFO also aims to build financial and administrative capacity of local organizations to lead sustainable HIV/AIDS programs, strengthen project management capacity, develop partnership-building strategies to improve health equity, reduce treatment gaps for specific populations such as adolescent girls and young women (AGYW), children, and key populations (KPs), as well as strengthen host country capacity to implement policies for sustainable HIV epidemic control.

Period of Performance
The total period of performance funding is $0 with an approximate five-year project period. The average one year award amount is $5,000,000. Exact funding amounts and the geographic scope for each award under this NOFO will be determined at the time of award. Geographic prioritization may change over the course of the period of performance.

Grant Value
$20,000,000 is the approximate total fiscal year funding amount for Year 1. The expected number of awards is 1-4.

Place of Performance
Activities will be carried out in up to 5 PEPFAR-supported countries. If activities are proposed in more than one country, these countries can be assembled as a region with activities being proposed in a regional manner.
