The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to increase judicial transparency, independence, and efficiency in Mongolia.

Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State is at the forefront of responding to challenges related to crime, illegal drugs, and instability abroad. The mission of INL is to counter crime, illegal drugs, and instability abroad through foreign assistance programs, diplomatic engagement, and policy coordination.

INL's foreign assistance programs aim to disrupt and reduce illicit drug markets and transnational crime, combat corruption and illicit financing, and strengthen criminal justice systems to support stable, rights-respecting partners.

Grant Details
The project aims to increase judicial transparency, independence, and efficiency in Mongolia. The project envisions improving public perceptions of the judicial system and increasing access to justice by implementing strategies to enhance public confidence and awareness of judicial processes. It also aims at improving case processing speeds, public communications, ethics training and disciplinary procedures, managing complaints effectively, training justices and administrators in judicial ethics and ethics compliance. The project activities may include skills training workshops, analyses of court processes resulting in recommendations for improvements, implementing digital solutions, travel to relevant conferences and training, support for training curricula or writing manuals, and support for establishing coordinating mechanisms and information sharing among judicial stakeholders.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (NGOs), U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the U.S. tax code, foreign-based non-profits/non-governmental organizations (NGOs), and foreign-based educational institutions.

Cost share is recommended but not required for this project. All organizations must have a unique entity identifier (UEI) as well as a valid registration on www.SAM.gov. Individuals are not required to have a unique entity identifier or be registered in SAM.gov.

Period of Performance
The length of performance period is 24-36 months with an anticipated program start date in September 2024.

$750,000 U.S. Dollars with at least $500,000 U.S. Dollars as the application floor.
