Description

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) National Workforce Strategy (WIC Workforce National Strategy), is part of a joint agency initiative between the U.S. Department of Agriculture's (USDA) Food and Nutrition Service and National Institute of Food and Agriculture (NIFA) that is expected to cultivate comprehensive and sustained solutions for WIC workforce development. The joint agency initiative aims to strengthen the diversity and cultural competency of the WIC workforce, with the ultimate goals of increasing: 1) WIC participation through reaching those populations that are eligible, but not enrolled; and 2) WIC participants use of benefits and services, including nutrition education and breastfeeding support.

In support of the WIC Workforce National Strategy, this RFA seeks projects that will increase the diversity and cultural competency of the WIC workforce and address barriers to recruitment and retention of WIC staff. Implementation projects must respond to and implement components of the WIC Workforce National Strategy, assess and address regional and national priorities, and target critical workforce needs.

Background
The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) National Workforce Strategy is part of a joint agency initiative between the U.S. Department of Agriculture’s (USDA) Food and Nutrition Service and National Institute of Food and Agriculture (NIFA) that aims to strengthen the diversity and cultural competency of the WIC workforce. The ultimate goals of this initiative are to increase WIC participation through reaching eligible populations not enrolled and increasing WIC participants’ use of benefits and services, including nutrition education and breastfeeding support.

Grant Details
NIFA requires that applications for WIC Workforce Implementation Projects respond to and implement components of the National WIC Workforce Strategy. The projects should assess and address regional and national priorities, target critical workforce needs, increase the diversity and cultural competency of the WIC workforce, coordinate with the WIC Workforce Evaluation and Technical Assistance Center, develop outreach plans for engaging with WIC State and local agencies, Indian Tribal Organizations (ITOs) and territories, Tribal Colleges and Universities, Minority Serving Institutes (MSIs), and underserved communities. The projects must align with the five recommendations outlined in the five-year National WIC Workforce Strategy.

Eligibility Requirements
Applicants must meet all eligibility requirements discussed in the RFA. The application deadline is July 1, 2024. The program funding for FY2024 is approximately $19,365,790. The average individual award range is $150,000 - $5,000,000.

Period of Performance
The grant duration varies depending on the specific project area: Up to 48 months for Documentation of Staffing Models and Recommendations; up to 60 months for Nutrition Paraprofessional Projects for WIC, Scholarship/Funding Program(s) to support Training/Credentialing of WIC Staff, Development of Training Materials, Development of Training Model and Potential Pilot; up to 60 months for Novel Proposals.
