In accordance with Sections 7104(b)(1) and 7105(b)(1)(B) of the Trafficking Victims Protection Act of 2000, as amended, eligibility under this NOFO is unrestricted. Eligible applicants include state governments; county governments; city or township governments; special district governments; independent school districts; public and state controlled institutions of higher education; Native American tribal governments (federally recognized); public housing authorities/Indian housing authorities; Native American tribal organizations (other than federally recognized tribal governments); nonprofits having a 501(c)(3) status with the IRS other than institutions of higher education; private institutions of higher education; for profit organizations other than small businesses; and small businesses. Eligible applicants also include licensed healthcare and behavioral health delivery organizations, such as acute care hospitals, urgent care centers, community health care clinics, Federally Qualified Health Centers, Urban Indian Health Programs, residential treatment centers, substance use programs, prevention programs, and other inpatient/outpatient facilities. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
