The purpose of the Federal SBIR program is to stimulate technological innovation in the private sector, strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs, and improve the return on investment from Federally-funded research for economic and social benefits to the nation. The specific purpose of NIDILRR's SBIR program is to improve the lives of people with disabilities through R/R&D products generated by small businesses, and to increase the commercial application of NIDILRR-supported research results and development products. All SBIR projects funded by NIDILRR must address the needs of people with disabilities and promote their health and function, community living, or employment outcomes. Phase II projects expand on the results of and further pursue the development of Phase I projects. NIDILRR will make four grants under this opportunity. Grants will have a 24-month project period with two 12-month budget periods.

Background
The Small Business Innovation Research Program (SBIR) Phase II is administered by the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) under the Administration for Community Living. The program aims to stimulate technological innovation in the private sector, strengthen the role of small businesses in meeting Federal research or research and development (R/R&D) needs, and improve the return on investment from Federally-funded research for economic and social benefits to the nation.

Grant Details
The Phase II projects expand on the results of and further pursue the development of Phase I projects. NIDILRR will make four grants under this opportunity, each with a 24-month project period consisting of two 12-month budget periods.

The SBIR program supports activities such as systematic studies directed toward greater knowledge or understanding of a subject, applying new knowledge to meet recognized needs, and applying knowledge toward the production of useful materials, devices, systems, or methods. The program aims to support new knowledge or products that can be used to improve the health and function, employment, or community living and participation outcomes of people with disabilities.

The funding level for grantees who receive NIDILRR SBIR Phase I and Phase II funding is $675,000 over a course of three years.

Eligibility Requirements
Eligible applicants must be small business concerns that have successfully completed a Phase I grant in FY 2020, 2021, or 2022.

The application will be rejected if it is submitted after the deadline, proposes a budget exceeding $287,500 for a one-year performance period or proposes a project period exceeding two years.

Additionally, proposals for mobile applications development or service provision without a research/development component will not be considered.

The grant has a 24-month project period with two 12-month budget periods.

SBIR Phase I grantees who successfully completed their Phase I grant in fiscal year 2020, 2021, or 2022 are eligible to apply.  These eligible applicants only include SBIR Phase I grantees who successfully completed their Phase I work in the past 3 years (2020, 2021, or 2022).  Phase I grantees with funding from NIDILRR or from another agency are eligible to apply, as long as their applications describe research projects that aim to improve the lives of people with disabilities. Applicants must also continue to be small business concerns. Foreign entities are not eligible to compete for, or receive, awards made under this announcement.
