Background
The Health Center Program supports domestic public or private, nonprofit community-based and patient-directed organizations that provide primary health care services to the Nation’s medically underserved populations. The purpose of the SAC notice of funding opportunity (NOFO) is to ensure continued access to comprehensive, culturally competent, high-quality primary health care services for communities and populations currently served by the Health Center Program.

Grant Details
The Health Resources and Services Administration (HRSA) is accepting applications for the fiscal year (FY) 2023 Service Area Competition (SAC) under the Health Center Program. The purpose of this grant program is to improve the health of the Nation’s underserved communities and vulnerable populations by assuring continued access to comprehensive, culturally competent, high-quality primary health care services. The grant provides funding in the form of a grant for competing continuation, competing supplement, and new assistance listings. The estimated total available funding is approximately $360 million annually to fund up to 79 recipients. The period of performance is from April 1, 2023 through March 31, 2026 (up to 3 years). The estimated annual award amount varies and is subject to the availability of funds.

Eligibility Requirements
Eligible applicants include domestic public or private, nonprofit entities, including tribal, faith-based, or community-based organizations. Applicants must propose in the RESPONSE section of the Project Narrative to operate a health center that makes all required primary health care services available and accessible in the service area. They must also provide continuity of services and propose at least one new full-time permanent, fixed building service site if they are a new or competing supplement applicant.

Period of Performance
The period of performance for the grant is from April 1, 2023 through March 31, 2026 (up to 3 years). Funding beyond the first year is subject to the availability of appropriated funds for the Health Center Program in subsequent fiscal years, satisfactory progress, and a decision that continued funding is in the best interest of the Federal Government.
