Securing Convictions from Vetted and Special Unit Operations

Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State is issuing a funding opportunity aimed at enhancing the effectiveness of Mexican frontline law enforcement and prosecutors, particularly those involved with U.S.-supported vetted and special units. This initiative seeks to bolster U.S. national security by addressing critical gaps in evidence handling, report writing, and legal interoperability. These elements are essential for successful detentions, seizures, and prosecutions.

Grant Details
The project aims to improve the capacity of Mexican law enforcement and prosecutorial teams through targeted training and capacity building. Key tasks include:

1) Enhancing evidence documentation practices;
2) Conducting joint investigations with U.S. counterparts;
3) Strengthening collaboration between law enforcement and prosecutors;
4) Developing advanced investigative techniques;
5) Ensuring legal sufficiency in case files;
6) Organizing evidence for effective court proceedings.

Successful proposals should outline innovative activities that lead to measurable outcomes in combating cartel-related crime.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit organizations, educational institutions, as well as Mexico-based NGOs and educational institutions. All organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov and be registered in SAM.gov. Cost sharing is recommended but not required.

Period of Performance
The initial project implementation period is expected to last between 12 to 24 months, starting from April 2026.

Grant Value
Total funding available is $4,000,000, with individual awards ranging from a minimum of $1,000,000 to a maximum of $1,500,000. Up to four awards are anticipated.

Place of Performance
The primary place of performance for this grant will be Mexico.
