This notice announces the opportunity to apply for funding under the Ryan White HIV/AIDS Program (RWHAP) Part B Base, AIDS Drug Assistance Program (ADAP) Base, ADAP Supplemental, Minority AIDS Initiative (MAI), and Emerging Communities (EC) program. The purpose of this program is to assist states and territories in developing and/or enhancing access to a comprehensive continuum of high quality HIV care and treatment for low-income people with HIV. For the purposes of this program, states/territories include the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.

Background
The Ryan White HIV/AIDS Program (RWHAP) Part B Base, AIDS Drug Assistance Program (ADAP) Base, ADAP Supplemental, Minority AIDS Initiative (MAI), and Emerging Communities (EC) program is designed to assist states and territories in developing and/or enhancing access to a comprehensive continuum of high-quality HIV care and treatment for low-income people with HIV. The program supports the HIV National Strategic Plan goals to prevent new HIV infections, improve HIV-related health outcomes, reduce disparities and health inequities, and achieve integrated and coordinated efforts to address the HIV epidemic among all partners and stakeholders.

Grant Details
The RWHAP Part B/ADAP recipients must use grant funds to support, develop and expand systems of care to meet the needs of people with HIV. The Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB) requires that the RWHAP Part B/ADAP Programs conduct needs assessments and use needs assessment data to make decisions on services needed to eliminate barriers faced by people with HIV in accessing and remaining in medical care. The program also encourages recipients to assess the outcomes of their programs and work with their community and public health partners to improve outcomes across the HIV care continuum. The program also emphasizes the importance of integrated data sharing, analysis, and utilization for program planning, conducting needs assessments, determining unmet need estimates, reporting, quality improvement, enhancing the HIV care continuum, and public health action.

Eligibility Requirements
In addition to the 50 states, specific geographic locations eligible for funding include Birmingham-Hoover MSA in Alabama; Bakersfield MSA in California; Philadelphia-Camden-Wilmington MSA in Pennsylvania-New Jersey-Delaware-Maryland; Lakeland-Winter Haven MSA in Florida; Port St. Lucie MSA in Florida; North Port-Bradenton-Sarasota MSA in Florida; Augusta-Richmond County MSA in Georgia-South Carolina; Louisville/Jefferson County MSA in Kentucky-Indiana; Jackson MSA in Mississippi; Albany-Schenectady-Troy MSA in New York; Buffalo-Cheektowaga-Niagara Falls MSA in New York; Rochester MSA in New York; Raleigh MSA in North Carolina; Cincinnati MSA in Ohio-Kentucky-Indiana; Oklahoma City MSA in Oklahoma; Pittsburgh MSA in Pennsylvania; Providence-Warwick MSA in Rhode Island-Massachusetts; Columbia MSA in South Carolina; Charleston-North Charleston MSA in South Carolina; Richmond MSA in Virginia; Milwaukee-Waukesha-West Allis MSA in Wisconsin.

Period of Performance
The period of performance is from April 1, 2022 through March 31, 2027 (five years). Recipients will submit an application in FY 2022 followed by non-competing continuation progress reports for years 2 through 5 (FY 2023 through FY 2026).

Grant Value
The anticipated total annual available funding is approximately $1.34 billion to fund up to 59 recipients. The actual amount available will be determined upon enactment of the final FY 2022 federal appropriation.

Place of Performance
In addition to the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau are eligible to apply for RWHAP Part B Base, ADAP Base, ADAP Supplemental funding. States/territories must designate a lead agency responsible for administering all assistance received; conducting a needs assessment; preparing a comprehensive plan; preparing applications and reports; receiving notices regarding programs; collecting and submitting audits from recipients within the state/territory.
