This notice solicits applications for the Rural Communities Opioid Response Program-Behavioral Health Care Technical Assistance (RCORP-BHCTA). The purpose of this cooperative agreement is to strengthen, through technical assistance (TA), rural organizations' capacity to develop multi-sector consortia that can plan, implement, and sustain programs that improve access to and quality of behavioral health care services, including substance use disorder (SUD)/opioid use disorder (OUD) services. For the purposes of this cooperative agreement, improving rural behavioral health care service delivery includes increasing access to and utilization of prevention, treatment, and recovery services to improve health care for those affected by behavioral health conditions, which may include substance use and mental health disorders. Evidence-based prevention strategies improve health care in rural communities by reducing the strain on the rural health care system while also providing a cost-effective way of addressing and minimizing the individual and societal costs of behavioral health disorders. This cooperative agreement will continue and enhance the TA efforts that began in 2018 for the Rural Communities Opioid Response Program (RCORP), a multi-year HRSA initiative aimed at reducing the morbidity and mortality of SUD, including OUD, in high-risk rural communities through the provision of prevention, treatment, and recovery services1. The cooperative agreement recipient will provide TA to current and future RCORP award recipients, as well as other, non-RCORP award recipients, as determined by HRSA. Background
The Rural Communities Opioid Response Program-Behavioral Health Care Technical Assistance (RCORP-BHCTA) is a cooperative agreement aimed at strengthening rural organizations’ capacity to develop multi-sector consortia that can plan, implement, and sustain programs improving access to and quality of behavioral health care services, including substance use disorder (SUD)/opioid use disorder (OUD) services. The program aims to increase access to and utilization of prevention, treatment, and recovery services to improve health care for those affected by behavioral health conditions in rural areas.

Grant Details
The cooperative agreement recipient will provide technical assistance (TA) to current and future RCORP award recipients, as well as other non-RCORP award recipients, as determined by HRSA. The goals of RCORP-BHCTA are to provide TA to RCORP award recipients and other rural stakeholders seeking guidance on how to improve access to and quality of behavioral health care services; identify and/or develop tools and resources that support rural communities’ efforts to improve access to quality behavioral health care services; develop meaningful partnerships with relevant stakeholders at the local, state, regional, and national level; and strengthen rural communities’ capacity to anticipate, prepare for, and respond to emerging behavioral health care issues. The program is authorized by Section 711(b)(5) of the Social Security Act (42 U.S.C. 912(b)(5)).

Eligibility Requirements
Eligible applicants include domestic public or private non-profit and for-profit entities, domestic faith-based and community-based organizations, tribes, tribal organizations, as well as organizations in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated State of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.

Period of Performance
The period of performance is from September 1, 2022 through August 31, 2026 (4 years), subject to the availability of appropriated funds.

Grant Value
$10,000,000 is estimated to be available annually for one recipient over a 4-year period. The actual amount available will depend on the final FY 2022 federal appropriation.

In addition to the 50 U.S. states, only organizations in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated State of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. If you are located outside the 50 states, you must still meet the eligibility requirements.
