The U.S. Department of State's Bureau of Near Eastern Affairs, Office of Assistance Coordination (NEA/AC) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) under this program. The objective of this foreign assistance is to strengthen information resilience, cybersecurity, responsible technology practices, and security of points of entry in the Middle East and North Africa (MENA) region. This approach is consistent with U.S. foreign policy. Under this solicitation, applicants may propose activities in their SOIs that contribute to one or more of the following Lines of Effort (LOEs): LOE 1: Resilience of Information Space/Information Integrity, LOE 2: Responsible Technology Practices, LOE 3: Responsible Cyberspace and Digital Ecosystems, and LOE 4: Points of Entry/Ports Infrastructure Security.

The submission of a SOI is the first step in a two-part process. A prospective applicant must first submit a SOI, which is a concept note outlining a project idea and its objectives. If a project is determined to warrant further consideration based on the SOI provided, the applicant will be invited to submit a full proposal. An invitation to submit a proposal is not a guarantee of funding.

Background
The U.S. Department of State’s Bureau of Near Eastern Affairs, Office of Assistance Coordination (NEA/AC) announces a Request for Statements of Interest (RSOI) aimed at strengthening information resilience, cybersecurity, responsible technology practices, and security of points of entry in the Middle East and North Africa (MENA) region.

Grant Details
Applicants may propose activities that contribute to one or more of the following Lines of Effort (LOEs):
1. Resilience of Information Space/Information Integrity: Enhance resilience against information manipulation efforts and support civil society's ability to provide credible information on corruption and human rights issues.

2. Responsible Technology Practices: Provide resources for trusted infrastructure options and support policies that promote responsible development and oversight of emerging technologies.

3. Responsible Cyberspace and Digital Ecosystems: Promote rights-respecting practices in cyberspace, enhance national cybersecurity frameworks, and foster responsible innovation.

4. Points of Entry/Ports Infrastructure Security: Strengthen security protocols at points of entry and ports against foreign influence, including training for local staff on best practices.

Eligibility Requirements
Eligible applicants include legally registered organizations such as non-profit organizations, for-profit entities, private voluntary organizations, foundations, educational institutions, and faith-based groups.

NEA/AC encourages applications from civil society organizations based in the MENA region. All applicants must have an active account with the System for Award Management (SAM).

Period of Performance
The project period is expected to last between 1 to 3 years.

Grant Value
The total program funding available is approximately $3,700,000 with an estimated number of awards ranging from 4 to 7.

The award ceiling is $1,500,000 while the award floor is $100,000.

Place of Performance
Activities should benefit countries in the MENA region including Algeria, Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Palestinian Territories, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, and Yemen.
