The U.S. Department of State (DOS), U.S. Embassy Majuro announces this Notice of Funding Opportunity ( NOFO ) for Republic of the Marshall Islands (RMI) Cybersecurity Capacity Building.

A cooperative agreement for up to $500,000 U.S. Dollars (USD) in FY 2020 Economic Support Funds (ESF) will be awarded (pending availability of funds) for work that will support the Republic of the Marshall Islands' (RMI) aspiration to establish the ability to secure its Information and Communications Technology (ICT) from illegal and malicious intrusion by 1) developing an effective, Government-wide regulatory framework; 2) developing a cyber-ready workforce; and 3) by demonstrating effective cybersecurity systems and procedures for one or more select services. The period of performance is two years. Funding authority rests in the Foreign Assistance Act of 1961, as amended.

Grant Details
The Republic of the Marshall Islands (RMI) lacks a national cybersecurity strategy and dedicated cybersecurity office. The project goals include developing a 'cyber-ready' workforce, issuing Government-wide cybersecurity standards, and making select records or services demonstrably more cybersecure. The project will involve activities such as cybersecurity improvements for select records and/or services, development of cybersecurity standards, and a certification training program for an RMI cybersecurity certification program.

Eligibility Requirements
U.S. Non-profit/non-governmental organizations (NGOs) having a 501(c)(3) status with the IRS, or overseas-based non-profit/non-governmental organizations, and U.S. and overseas private/state institutions of higher education are eligible to apply.

Period of Performance
The period of performance is two years.
