Regional Initiative for Technical Assistance Partnerships (RITAP) to Advance Deployment of Basin-Scale Carbon Transport and Storage and Community Engagement, will establish partnerships comprised of stakeholders with extensive technical, managerial, regulatory and business expertise specific to carbon transport and storage that will focus on the unique challenges and opportunities of multiple storage-based carbon management projects within a single geologic basin or sub-basin. Results of their efforts will provide a valuable public information resource for project developers, accelerating the socially equitable and environmentally responsible deployment of storage-based carbon management projects.
Background
The Regional Initiative for Technical Assistance Partnerships (RITAP) to Advance Deployment of Basin-Scale Carbon Transport and Storage and Community Engagement is a program established by the Department of Energy (DOE) Office of Fossil Energy and Carbon Management. The initiative aims to establish partnerships comprised of stakeholders with extensive technical, managerial, regulatory, and business expertise specific to carbon transport and storage. These partnerships will focus on the unique challenges and opportunities of multiple storage-based carbon management projects within a single geologic basin or sub-basin.

Grant Details
The grant aims to accelerate the equitable and environmentally responsible deployment of storage-based carbon management projects in specific geologic basins. The projects selected under this FOA will set up multidisciplinary partnerships as a resource for stakeholders in their efforts to address the challenges within a specific geologic basin region. The technical assistance provided by award recipients should emphasize expanding and strengthening technical assistance to community stakeholders, training the next generation of technical professionals in the CCS field, continuing carbon storage resource assessments, identifying value-added crosscutting opportunities, providing project management and data sharing plans, integrated carbon management strategies, monitoring, reporting and verification plan development, pore and pressure space management and optimization, basinal/local impact assessments, legal and regulatory issues affecting deployment (intra and interstate), carbon transport planning, safety assistance, among others.

The work performed should provide information that accelerates the understanding of technical, regulatory, and logistical issues affecting commercial operation of multiple large-scale carbon storage facilities or CM hubs within the selected geologic basin.

Eligibility Requirements
Eligible applicants include institutions of higher education, for-profit entities, non-profit entities, state and local governmental entities, and Indian tribes nations.

Period of Performance
The estimated project period of performance is three years.

Grant Value
The estimated Federal funding available for new awards under this FOA is up to $40 million with an anticipated number of 4-10 awards. The anticipated individual award size ranges from $4M - $5M with a DOE share of 80% and cost share of $1M - $1.25M with a DOE share maximum award of $5 million.

Place of Performance
Projects providing technical assistance primarily to stakeholders outside the United States are specifically not of interest.
