The Embassy of the United States of America in Paraguay is issuing this Notice of Funding Opportunity (NOFO) the purpose of which is to strengthen key U.S. government partners in Paraguay by promoting reduced reliance on federal funding and enhancing program effectiveness through the most recent U.S. best practices in measurable goal setting, data analysis, and project monitoring for accountability of implementing partners in Paraguay in the framework of America 250. The PD section seeks to inform and share with audiences in Paraguay about U.S. culture and values related to effective and accountable use of government resources through a project focused on empowering key public diplomacy partners in Paraguay to maximize the impact of Federal Assistance Funds. This project aligns with the 2026 anniversary of 250 years of U.S. achievements, legacies, and contributions as part of America's story of excellence.

Grant Details
The funding opportunity aims to promote reduced reliance on federal funding and enhance program effectiveness through best practices in measurable goal setting, data analysis, and project monitoring for accountability among public diplomacy implementing partners in Paraguay.

The target audience includes not-for-profit implementing partners such as Binational Centers, U.S. exchange Alumni organizations, NGOs, foundations, and associations.

Key objectives include:
1) Equipping partners with skills to develop effective SMART goals;
2) Enhancing monitoring and evaluation capacity;
3) Building organizational capacity for long-term sustainability;
4) Improving financial management and reporting capacity;
5) Highlighting U.S. achievements related to the 250th anniversary.

Proposals must include a training program targeting twenty not-for-profit partners, focusing on active learning processes, mentoring mechanisms, and sub-award opportunities for successful participants.

Eligibility Requirements
Eligible applicants include not-for-profit organizations (including think tanks and civil society organizations), local representatives of civil society, NGOs, academic institutions located in the U.S. or Paraguay, as well as individuals.

Organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov and a valid registration in SAM.gov.

Period of Performance
The award period is up to 24 months.

Grant Value
The total amount of funding available is $65,000 with individual awards ranging from a minimum of $50,000 to a maximum of $65,000.

Place of Performance
The grant will be performed in Paraguay.
