Description

The Department is combining two major discretionary grant programs, the Reconnecting Communities Pilot (RCP) and Neighborhood Access and Equity (NAE) programs, into one Notice of Funding Opportunity (NOFO). Together, this combined program is known as the Reconnecting Communities and Neighborhoods (RCN) Program.

The RCP Program aims to advance and support reconnection of communities divided by transportation infrastructure with a priority on helping disadvantaged communities improve access to daily needs (jobs, schools, healthcare, grocery stores, and recreation). Funds for the fiscal year (FY) 2023 RCP grant program are to be awarded on a competitive basis to support planning and capital construction activities that aim to restore community connectivity through the removal, retrofit, mitigation or replacement of highways, roadways, or other infrastructure facilities that create barriers to mobility, access or economic development.

Background
The Department of Transportation is combining two major discretionary grant programs, the Reconnecting Communities Pilot (RCP) and Neighborhood Access and Equity (NAE) programs, into one Notice of Funding Opportunity (NOFO). Together, this combined program is known as the Reconnecting Communities and Neighborhoods (RCN) Program. The RCP Program aims to advance and support reconnection of communities divided by transportation infrastructure, with a priority on helping disadvantaged communities improve access to daily needs such as jobs, schools, healthcare, grocery stores, and recreation.

Grant Details
The RCN Program provides funding for three types of grants: Community Planning Grants, Capital Construction Grants, and Regional Partnerships Challenge Grants. The total amount of funding available in this NOFO for FY 2023 is $3.353 billion. The RCN Program aligns with the Biden-Harris Administration policies and priorities, including the DOT Strategic Plan goals of Safety, Economic Strength, Equity, Climate and Sustainability, Transformation, and Organizational Excellence.

Eligibility Requirements
Eligible applicants for the RCP Community Planning Grants include a State or territory of the United States; a unit of local government; a Tribal government; or a non-profit organization. Eligible applicants for the RCP Capital Construction Grants include a State; a unit of local government; a Tribal government; a special purpose district or public authority with a transportation function; a Metropolitan Planning Organization; or a nonprofit organization or institution of higher education that has entered into a partnership with an eligible entity. For NAE Community Planning, Capital Construction, and Regional Partnerships Challenge Grants, eligible applicants include a political subdivision of a State; a Tribal government; a special purpose district or public authority with a transportation function; a Metropolitan Planning Organization; or a nonprofit organization or institution of higher education that has entered into a partnership with an eligible entity.

Period of Performance
RCP Program grant funds are available until expended. NAE funds are available to be obligated until September 30, 2026. The Department expects to award up to $188 million to Community Planning Grants, $2.718 billion to Capital Construction Grants, and $450 million to Regional Partnerships Challenge Grants.

$3.353 billion is available in total funding for FY 2023. The RCP Program allocates up to $198 million for the RCP Program and the IRA allocates $3.155 billion for the NAE Program.
