Description

This Training and Employment Guidance Letter (TEGL) provides grant planning guidance to SCSEP General and Set-Aside National Grantees for PY 2025, including the number of authorized positions and associated allotments for the program year, as well as ETA's requirements before obligating funding to grantees. The Senior Community Service Employment Program (SCSEP) is administered by the U.S. Department of Labor's Employment and Training Administration (ETA). The program aims to provide training and employment opportunities for older Americans, particularly those with barriers to employment.

This Training and Employment Guidance Letter (TEGL) provides updated planning instructions and allotments for SCSEP National Grantees for Program Year (PY) 2025. This includes the number of authorized positions and associated allotments for the program year. The total funds allotted to SCSEP grants in PY 2025 amount to $392,941,125.

Grant Details
SCSEP National Grantees are required to submit application materials through Grants.gov within 30 days of publication of this TEGL. Key tasks include:

1. Submission of an electronically signed SF-424 application form, which must include the organization’s name, EIN, and UEI matching their System for Award Management registration.
2. A non-Federal share of at least 10% of the total cost must be noted on Line 18b of the SF-424.
3. Submission of additional documents such as SF-424A (Budget Information Form), a detailed Budget Narrative explaining projected costs, and a Project Narrative outlining organizational structure and monitoring processes.
4. Compliance with programmatic assurances regarding participant recruitment, assessment, individual employment plans, community service assignments, recertification processes, and participant benefits.

Eligibility Requirements
Eligible applicants include organizations that can demonstrate experience in serving older individuals with barriers to employment. Special consideration will be given to organizations with expertise in serving individuals facing significant barriers to employment.

Period of Performance
The grant period will cover the entire Program Year 2025, starting from July 1, 2025.
