Protect American Commercial Investments in Pakistan through Advanced Tactical Response to Terrorist Incidents

Background
The Department of State’s Bureau of Counterterrorism (CT) is issuing this funding opportunity to protect American economic and security interests by enhancing Pakistan’s law enforcement counterterrorism capabilities in Balochistan Province.

The program aims to deliver tangible benefits for American taxpayers by ensuring U.S. commercial access to critical minerals vital for technological advancement, defense manufacturing, and economic competitiveness. The 2025 National Security Strategy emphasizes that economic security is fundamental to national security, highlighting the need for reliable access to essential goods.

Terrorist organizations in Balochistan, such as the Balochistan Liberation Army (BLA), ISIS-K, and Tehreek-e-Taliban Pakistan (TTP), pose ongoing threats to regional stability and American interests in these resources.

Grant Details
The program will focus on building sustainable Pakistani law enforcement capabilities to independently identify, disrupt, and deter terrorist networks. Key tasks include:
1. Providing technical assistance and potential equipment support for the protection of critical infrastructure.
2. Emphasizing Pakistani ownership and institutional capability to ensure self-sufficiency in counterterrorism operations.
3. Facilitating information sharing and collaboration among local, provincial, and federal law enforcement agencies in Pakistan.
4. Training Pakistani law enforcement personnel at local facilities to enhance their operational capabilities without reliance on U.S. resources.
5. Developing a comprehensive approach that includes risk-informed preparedness and investments against terrorism and criminal threats.

Eligibility Requirements
Eligible applicants include not-for-profit organizations (including think tanks and civil society organizations), public and private educational institutions, for-profit organizations, public international organizations (PIOs), and governmental institutions. All applicants must have a Unique Entity Identifier (UEI) issued via SAM.gov and be registered in SAM.gov at the time of application. Organizations may only submit one proposal; multiple submissions will render all proposals from that organization ineligible.

Period of Performance
The project performance period is set for 24 months from the anticipated start date of September 30, 2026.

The total value of the grant is $5,821,410, which is also the anticipated award amount for a single grant.
