Background
The Bureau of International Labor Affairs (ILAB), part of the U.S. Department of Labor, is dedicated to improving working conditions and combating labor exploitation globally.

This Funding Opportunity Announcement (FOA) aims to promote a just transition for workers in the context of climate policies, enhancing worker voice in their formulation, implementation, and monitoring. The project will focus on increasing worker engagement in climate-related policies, particularly in Brazil and Chile, while fostering South-South cooperation with other countries.

Grant Details
The project will be implemented in two phases:

Phase I will pilot interventions in Brazil and Chile, focusing on the metal manufacturing sector (including electric vehicles) and energy/extractives sectors. It will aim to create an enabling environment for workers' participation in just transition plans, strengthen the capacity of workers and organizations, and foster South-South cooperation. The project will utilize a value-chain approach and is expected to develop outcomes post-award using ILAB's Theory of Sustained Change for Worker Rights Programs.

Applicants must also prepare for a potential Phase II that could extend the project with an additional $7 million over four years, building on Phase I activities.

Eligibility Requirements
Eligible applicants include U.S. organizations such as nonprofits (including faith-based and community-based), public/state controlled institutions of higher education, private institutions of higher education, minority-serving institutions, and for-profit organizations.

Non-U.S. entities may also apply if they meet specific criteria. Organizations associated with terrorism or that have been debarred are not eligible.

Period of Performance
The period of performance for this grant is 48 months from the effective date of the award.

Grant Value
Approximately $7 million total costs are available for one cooperative agreement under this FOA. A potential second phase could add another $7 million, leading to a total possible budget of up to $14 million over approximately eight years.

Place of Performance
The primary geographic locations for this grant are Brazil and Chile, with potential South-South cooperation activities involving Colombia, Mexico, Peru, Mozambique, or South Africa.
