Description

The Employment and Training Administration is providing Workforce Innovation and Opportunity Act section 166 Indian and Native American Program grantees with Program Year 2025 funding allotments for the Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP).
Background
The Employment and Training Administration (ETA) of the U.S. Department of Labor is issuing this guidance to provide Workforce Innovation and Opportunity Act (WIOA) Section 166 Indian and Native American (INA) Program grantees with funding allotments for Program Year (PY) 2025. The goal is to support the Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) aimed at enhancing employment and training opportunities for Native Americans.

Grant Details
The total funding available for the WIOA Section 166 INA CSP program is $59,400,000, with $600,000 set aside for compliance training. Additionally, $14,054,622 is allocated for the SYSP to provide supplemental services to low-income Native American youth. Grantees must submit applications through Grants.gov within 30 days from the issue date of this guidance. The application must include forms such as SF-424, SF-424A, a Budget Narrative, and if applicable, a Negotiated Indirect Cost Rate Agreement (NICRA). Grantees can request an increase in administrative costs above the standard limit of 15% by providing justification in their Budget Narrative.
