Background
The Prioritization Process Pilot Program (PPPP) Competitive Grant Program is issued by the U.S. Department of Transportation (DOT), specifically the Federal Highway Administration (FHWA). The program aims to support data-driven approaches to transportation planning that can be evaluated for public benefit.

The goal is to develop and implement a transparent prioritization process for selecting projects for inclusion in short-range and long-range transportation plans, thereby enhancing safety, access, system condition, and reliability.
