Description

In 2024, teenagers accounted for up to two-thirds of ISIS-linked arrests in Europe, with children as young as 11 involved in recent terrorist plots. With governments becoming increasingly concerned about this evolving threat and the increasingly younger age of children being targeted, there is a need to effectively prevent the exploitation of social media and online gaming platforms for terrorist radicalization and recruitment. CT therefore seeks a proposal that not only diminishes the availability of terrorist content but also provides vulnerable communities with the resources to identify terrorist threats online.
Background
The Bureau of Counterterrorism at the U.S. Department of State is issuing this funding opportunity to address the growing concern over the online recruitment and radicalization of youth by terrorist organizations.

With a significant increase in the involvement of teenagers in terrorist activities, particularly through social media and online gaming platforms, there is an urgent need for effective strategies to combat this trend. The goal of this grant is to diminish the availability of terrorist content online and equip vulnerable communities with resources to identify and counteract terrorist threats.

Grant Details
The grant aims to achieve two primary outcomes:
1) Reduce the availability of terrorist content online by either identifying countries at risk for youth radicalization or proposing assessments to identify such countries;
2) Provide vulnerable communities with tools and training to recognize terrorist threats online, including workshops and training sessions for community leaders and youth.

The use of Open Source Intelligence (OSINT) and innovative technologies like artificial intelligence (AI) is encouraged in these activities. The program will be conducted under a cooperative agreement, requiring substantial involvement from the U.S. government in management decisions, beneficiary selection, workplan development, and major programmatic decisions.

Eligibility Requirements
Eligible applicants include not-for-profit organizations (including think tanks and civil society organizations), public and private educational institutions, public international organizations, and governmental institutions. All applicants must have a Unique Entity Identifier (UEI) issued via SAM.gov and a valid registration in SAM.gov at the time of application.

Period of Performance
The period of performance for this grant is set for 24 months, with an anticipated program start date of October 1, 2025.

The total available funding for this opportunity is $1,726,689, with individual award amounts anticipated up to $1,750,000.
