Description

The goal of USAID/SA's Preventing HIV/AIDS in Vulnerable Populations (PHVP) 2018-2023 , hereinafter referred to as the Activity, is to accelerate and sustain HIV epidemic control in South Africa through the delivery of high-impact HIV prevention, care and support services. The Activity's objectives are to: 1) improve the health and wellbeing of OVC, adolescents and youth who are living with, affected by and vulnerable to HIV; 2) support school based HIV Prevention and GBV prevention; 3) scale up effective community based violence prevention interventions; and4) prevent new HIV infections among priority populations. The Activity will support evidence-based interventions proven to mitigate the impact of HIV on children, adolescents and their families and prevent new infections among AGYW, including those who have experienced violence, as well as among migrant and mobile populations (in select sub-districts). The Activity comprises four core components: Component 1: Orphans, Vulnerable Children, Adolescents and Youth Component 2: School-based HIV Prevention and GBV PreventionComponent 3: Community-based Violence Prevention and Linkages to Response Component 4: Prevention of New HIV Infections Among Priority Populations

Eligibility is restricted to local entities. For purposes of consistency and reporting, the definition of “local entity” means an individual, a corporation, a nonprofit organization, or another body of persons that: (1) Is legally organized under the laws of South Africa;(2) Has as its principal place of business or operations in South Africa;(3) Is majority owned by individuals who are citizens or lawful permanent residents of South Africa; and (4) Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance. For purposes of this definition, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means. USAID welcomes applications from eligible organizations which have not previously received financial assistance from USAID. International or U.S. organizations are not eligible to submit an application for an award as a prime applicant under this request for applications. Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO). The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
