Description

This solicitation invites applications (also referred to as proposals ) to increase the capacity of eligible institutions to achieve very high research activity status on the Carnegie Classification scale. The proposals must align with the research areas of interest to the DoW (which includes the USW(R&E) and the ARL) and enhance the education of students in areas of STEM that align with the DoW research interests.

Background
The Department of War (DoW) is administering a pilot program aimed at increasing research capacity at Historically Black Colleges and Universities (HBCUs) and other Minority-Serving Institutions (MSIs). This initiative aligns with the DoW's mission to enhance national security through improved research and education in STEM fields. The program is designed to help eligible institutions achieve very high research activity status according to the Carnegie Classification, thereby enhancing their capabilities in scientific and engineering disciplines critical to national defense.

Grant Details
The program aims to enhance research and education programs at HBCUs and MSIs by:

(a) improving their capabilities in scientific and engineering disciplines;
(b) increasing participation in DoW research programs; and
(c) boosting the number of graduates in STEM fields.

Proposals must align with DoW's research interests, which include areas such as Applied Artificial Intelligence, Biomanufacturing, Contested Logistics Technologies, Quantum Information Dominance, Scaled Directed Energy, and Scaled Hypersonics. The funding may support faculty professional development, stipends for students, recruitment and retention efforts for faculty and graduate students but excludes equipment purchases, facility renovations, or tuition support.

Eligibility Requirements
Eligible applicants include HBCUs or other MSIs classified as such at the time of participation. Institutions currently classified as very high research status (R1) are not eligible. The Principal Investigator must be a U.S. citizen holding a leadership position within the institution. Each institution may submit only one application under this FOA.

Period of Performance
The performance period for awarded grants will not exceed 5 years.

Grant Value
The total funding available under this FOA is approximately $50 million, with individual awards not exceeding $10 million. Each award can have an annual funding profile of up to $2 million.

Place of Performance
The specific geographic locations for performance are expected to be within the United States where eligible institutions are located.

As provided in Section 223 of the FY 2023 NDAA, eligibility for this competition is open only to “covered educational institutions,” aimed at achieving very high research status on the Carnegie Classification scale. Institutions currently classified as very high research status (R1) on the Carnegie Classification website are not eligible to participate in this opportunity. https://carnegieclassifications.acenet.edu/Additional eligibility for this FOA are defined as:a. The term ‘‘eligible institution’’ means a historically Black college or university or other minority-serving institution that is classified as such at the time of participation in the program.b. The term ‘‘historically Black college or university’’ has the meaning given the term ‘‘part B institution’’ under section 322 of the Higher Education Act of 1965 (20U.S.C. 1061).c. The term ‘‘other minority-serving institution’’ means an institution of higher education specified in paragraphs (2) through (7) of section 371(a) of the Higher Education Act of 1965 (20 U.S.C. 1067q(a)).Eligible applicants include community colleges or other two-year degree granting institutions meeting the definition of a “eligible institution.”
