Description

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats and builds trust between law enforcement and the community. OVC's mission is to enhance the Nation's capacity to assist crime victims and provide leadership in changing policies and practices to promote justice and healing for all victims of crime. OVC seeks applications to establish or expand sexual assault examination programs, including sexual assault nurse examiner (SANE) programs and sexual assault forensic examiner (SAFE) programs, that focus on (1) increasing the number and availability of SANEs/SAFEs, (2) expanding access to sexual assault forensic examinations, and (3) improving the quality of post-sexual assault care using a hospital-based or community-based approach. This solicitation will also fund one applicant to provide technical assistance (TA) to all awarded recipients under Purpose Area 1. This program furthers the Department's mission by increasing the quality and quantity of services available to victims of sexual assault.
Background
The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Victims of Crime seeks applications for funding to develop or enhance a Sexual Assault Nurse Examiner (SANE) program. OVC's mission is to enhance the Nation's capacity to assist crime victims and provide leadership in changing policies and practices to promote justice and healing for all victims of crime. OVC seeks applications to establish or expand sexual assault examination programs, including sexual assault nurse examiner (SANE) programs and sexual assault forensic examiner (SAFE) programs, that focus on increasing the number and availability of SANEs/SAFEs, expanding access to sexual assault forensic examinations, and improving the quality of post-sexual assault care using a hospital-based or community-based approach.

Grant Details
The goal of this program is to establish and/or expand hospital-based or community-based SANE/SAFE programs that offer sexual assault medical forensic exams and sexual assault victim services using coordinated community response strategies. The program aims to provide high-quality, comprehensive medical forensic exams and post-sexual assault care, improve the availability of SANEs/SAFEs, increase access to training and education, develop or enhance policies and procedures, collaborate with community advocacy and public safety agencies, participate in technical assistance activities, establish or expand SARTs, review, update, and expand SANE/SART protocol development, develop public awareness and outreach efforts about the SANE/SAFE program. Deliverables include development/enhancement of policies and procedures, security policies and procedures for telehealth systems, training plan for SANE/SAFE support and professional development, sustainability plan, memoranda of understanding from community advocacy and public safety agencies.

Eligibility Requirements
Eligible applicants include city or township governments, county governments, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, private institutions of higher education, public and state controlled institutions of higher education.

Period of Performance
The period of performance start date is 10/1/22 12:00 AM with an anticipated total amount to be awarded under solicitation at $4,000,000. The performance duration is 36 months.

Grant Value
The total value of the grant is $4,000,000. Individual grant awards include $500,000.00 for Purpose Area 1: Establish and/or Expand SANE Programs and $1,000,000.00 for Purpose Area 2: Training and Technical Assistance Provider.

For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.  To advance Executive Order 13929 Safe Policing for Safe Communities, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be eligible for FY 2022 DOJ discretionary grant funding. To become certified, the law enforcement agency must meet two mandatory conditions: (1) the agency’s use-of-force policies adhere to all applicable federal, state, and local laws and (2) the agency’s use-of-force policies prohibit chokeholds except in situations where use of deadly force is allowed by law. The certification requirement also applies to law enforcement agencies receiving DOJ discretionary grant funding through a subaward.
