OVC FY 2021 Invited to Apply Tribal Victim Services Set-Aside Formula Grant Program

Background
This solicitation supports the provision of services to crime victims in American Indian/Alaska Native communities through an administrative formula program funded through a set-aside designated by law from the Crime Victims Fund. The program is not competitive, and is open only to federally recognized Indian tribes (applying individually or as consortia), ANSCA regional corporations, and their designees. The statutory authority for this grant opportunity is the Commerce, Justice, Science and Related Agencies Appropriation Act, 2021, section 510.

Grant Details
Under this program, OVC allocates funding to participating tribes through a discretionary administrative formula based on the Population Certifications submitted by Federally recognized Indian tribes, Alaska Native Claims Settlement Act ("ANCSA") Regional Corporations, and designees. Eligible applicants are entities that submitted Population Certifications by March 5, 2021 and have been notified by OVC of their formula allocation.

The program aims to improve services for victims of crime in tribal communities through activities such as community needs assessment, strategic planning, victim service program development and implementation, victim service program expansion, community outreach and education, purchasing or procuring tangible items related to victim services, and other activities needed to address the needs of a wide variety of crime victims in tribal communities.

Period of Performance
The period of performance start date is January 1, 2022 for most applicants, though some applicants with funding expiring on 9/30/2021 may be permitted to start performance on 10/1/2021 to avoid interruption of services. The period of performance duration ranges from 12 to 60 months.

The total amount anticipated to be awarded under this solicitation is estimated at $91 million.
